Serving Papers in Pueblo and Across a Large County
Pueblo had an estimated 110,000 residents in 2025, a slight decline from 2020, and Pueblo County about 169,000. A large share of county residents live outside city limits, especially in Pueblo West, which spreads across the mesa west of town on large lots with long roads between houses. Rural addresses toward Avondale, Boone, Rye and Beulah add distance. We confirm whether each address is inside the city or in the county before quoting, and Colorado Springs process serving picks up defendants who moved north on I-25.
I-25 runs north and south through the city, and US 50 heads west toward Cañon City and east toward the Arkansas Valley towns. Older neighborhoods on the Northside, Eastside and in Bessemer mix single-family homes, rentals and vacant lots, and some addresses are hard to find from the street. When an address does not check out, our Pueblo investigators confirm a current residence before more attempts are made.

Service for Pueblo Practitioners and Counsel Elsewhere
Every Pueblo County civil, domestic and probate case is filed at the combined court on North Elizabeth Street, because the 10th Judicial District has only one county. Local practitioners send us collection suits, landlord-tenant cases, personal injury claims, guardianship notices and domestic matters. Delator's attorney program for Colorado puts the quote, the field attempts and the signed return under one coordinator, and counsel can see the attempt log whenever they ask.
Firms in Denver and Colorado Springs often have defendants or witnesses who moved to Pueblo for lower housing costs, and out-of-state counsel need family members or former employees served here. We read each packet before scheduling so a county court summons, a district court summons and a deposition subpoena each get the right lead time. Witness research for trial and lost contact searches can run alongside the serve.
03Evasive and hard-to-serve
Shift Work, Shared Households and Defendants Who Keep Moving
Pueblo's hospitals, manufacturers and distribution operations run around the clock, and many residents work nights or rotating shifts. Extended families often share a house, and a defendant may stay at several addresses during the week. Servers try different hours and days, log each visit and what they were told, and note when a relative says the person is not living there so counsel can weigh the next step.
When a defendant avoids service on purpose, a Delator investigator can take over through locating people who avoid service. The attempt log then supports the affidavit counsel needs for a C.R.C.P. 4(f) motion asking the court to approve substituted service. Collection counsel can add judgment debtor locates, and hit-and-run locates help injury counsel identify a driver who left the scene.
04Family law, evictions and subpoenas
Divorce, Eviction, Small Claims and Subpoenas in Pueblo
Pueblo County divorce and allocation-of-parental-responsibilities cases are generally heard in district court. Under C.R.S. 14-10-107, a respondent usually must be personally served unless they join the petition or waive service, and the automatic temporary injunction against hiding property, cancelling insurance or removing the children from Colorado takes effect on service. We record the exact delivery time. Counsel can review investigations in Colorado custody cases and Colorado divorce asset tracing.
Pueblo landlords file forcible entry and detainer cases in Pueblo County Court. Most residential nonpayment notices give 10 days under C.R.S. 13-40-104, and the demand may generally be left with a family member above age 15 at the premises or posted if no one is there. Service or posting of the FED summons must happen at least seven days ahead of the appearance. Only the sheriff executes the writ of restitution, and screening tenants before signing reduces future cases.
- Dissolution and parenting-time papers
- Demands for possession and FED summonses
- Small claims papers 15 days before trial
- Hearing and deposition subpoenas

How a Pueblo Return Holds Up in Court
Our Pueblo returns state that the server is at least 18 and not a party, list the documents served, and give the date, time, place and manner of service on the pattern of the Judicial Branch's JDF 98 form. Each rests on a log of every attempt with the address, the hour and the server's observations. Serves may be carried out by vetted servers Delator contracts with, all following one written standard, and the price is set in writing first.
If service is later challenged, counsel can show whether the papers went to the person, to a family member 18 or older at the home, to a listed workplace contact, or were left nearby after a refusal. Colorado allows proof by sworn or unsworn declaration under C.R.C.P. 4(h), although small claims forms ask for a notary. For deeper disputes, investigative consulting for Colorado counsel and criminal defense investigations can help.
06Colorado rules
Colorado's Service Rules in Plain Terms
No license is needed to serve process in Colorado. Under C.R.C.P. 4(d), anyone 18 or older who is not a party can generally serve. C.R.C.P. 4(e)(1) allows personal delivery, abode service on a member of the person's family who is 18 or older, or workplace service on a supervisor, secretary, administrative assistant, bookkeeper, human resources representative or managing agent. A refusal can still be good service under 4(k). The Colorado service of process hub explains each option.
C.R.C.P. 4(m) generally requires service within 63 days after filing; otherwise the court dismisses without prejudice or sets a new deadline. Defendants generally answer within 21 days, or 35 days if served outside Colorado or by publication, and publication runs five successive weeks only in property and status cases. These summaries are not legal advice, and the Colorado guide to serving papers yourself explains the forms, while lawful investigator conduct in Colorado covers field limits.

Pueblo as the Starting Point for Southern Colorado Serves
Pueblo is the hub from which Delator quotes much of southern Colorado. Our rate table prices Fremont, Custer, Crowley, Huerfano, Otero, the San Luis Valley counties and the southeast plains from Pueblo, with starting rates that rise with distance. Those counties fall in several different judicial districts: Huerfano and Las Animas in the 3rd, Fremont and Custer in the 11th, the San Luis Valley in the 12th, and Bent, Crowley and Otero in the 16th, among others.
Distance and weather shape those serves. US 160 west of Walsenburg and US 50 west of Salida are on the state's commercial chain-law list, and rural addresses may be miles apart. We never promise winter turnaround times; we tell clients when conditions delay an attempt. Papers headed farther southwest can be quoted through process service in Durango, and families with elder scam concerns can ask about investigations.

FAQ
Frequently Asked Questions
Does a process server in Pueblo need a license?
No. Colorado has no license for process servers, and C.R.C.P. 4(d) generally allows any person 18 or older who is not a party to serve a summons. Because no state agency checks servers, ask how attempts are documented. The Colorado guide to vetting investigators and servers lists useful questions to ask.
How much does it cost to serve papers in Pueblo?
Routine service in Pueblo County has a published starting rate of $125. Pueblo County's Urgent tier begins at $188, with Rush at $250 and Same Day Rush at $375. Fremont County starts at $145 and Huerfano at $170. The final price depends on the address, the deadline and the number of people, and it is confirmed in writing first.
Where is the courthouse for Pueblo County cases?
District and county court cases are filed at the Pueblo Combined Court, 501 N. Elizabeth Street. The Pueblo County Courthouse at 215 W. 10th Street houses the Clerk and Recorder, which handles recordings and marriage licenses rather than court filings. Our affidavit always names the court that issued your papers.
Do you serve in Pueblo West?
Yes. Pueblo West is in Pueblo County, so Routine service starts at the same $125 published rate as the city. Lots there can be large and spread out, so servers plan routes carefully and record any gate or access issues. Boone, Avondale, Rye, Colorado City and Beulah are also in the county.
Can papers be left with a relative in a shared Pueblo home?
Generally yes, if the relative is a member of the defendant's family, is 18 or older, and the home is the defendant's usual place of abode, under C.R.C.P. 4(e)(1). If the defendant only stays there occasionally, the abode question can be disputed. Our server records what the household said and who accepted the papers.
What if a Pueblo defendant cannot be found?
Counsel can ask the court to authorize substituted service under C.R.C.P. 4(f), supported by the server's affidavit describing the attempts and why they failed. A finding of due diligence comes first. Our attempt log is written to support that motion, and finding missing people in Colorado explains lawful search methods.
How long does a Pueblo defendant have to respond?
Generally 21 days after service of the summons and complaint under C.R.C.P. 12(a), or 35 days if served outside Colorado or by publication. FED and small claims cases follow the appearance date set in the summons. Calendar from the service date shown on our affidavit and confirm the deadline with counsel.
Can you serve papers in Cañon City or Walsenburg?
Yes. We quote Fremont County, which includes Cañon City, at a $145 Routine starting rate, and Huerfano County, which includes Walsenburg, at $170, both from Pueblo. Those counties belong to different judicial districts than Pueblo, so we confirm the issuing court and the address before scheduling. Workers' comp surveillance is a separate service.
Can you serve a business in Pueblo?
Yes. Colorado entities are generally served through the registered agent listed with the Secretary of State, or an officer, manager or general partner. Should the agent prove unreachable despite reasonable diligence, C.R.S. 7-90-704 generally allows registered or certified mail to the principal address instead. It does not make the Secretary of State a substitute agent. Corporate investigations help identify officers.
Is Delator Group a Pueblo company?
No. The company is a licensed Tennessee private investigation firm, headquartered in Nashville, and does not keep an office in Pueblo. It coordinates service in Pueblo and southern Colorado through vetted servers who follow one documentation standard, and it holds itself to Tennessee's licensing standard. The Colorado investigations overview explains its wider work.
