Serving Papers Across Blaine County
Blaine County had about 25,500 residents in the 2025 estimate, and most of them live in the Wood River Valley, which holds every incorporated city in the county except Carey. Hailey is the county seat and largest city, near 10,000 in the 2024 estimate, followed by Ketchum, Bellevue, Sun Valley and Carey. Outside the valley the county includes ranch land, mountains and part of Craters of the Moon. Every request is quoted in writing under our Idaho process serving standard.
SH 75 is the spine of the Wood River Valley, while US 20, US 26 and US 93 meet at Carey. A serve in Ketchum and another in Carey are different trips, and the written quote accounts for that. When an address may be out of date, we run a skip trace before scheduling, and the statewide pricing map explains why Blaine County carries a higher tier.
- Hailey and Bellevue
- Ketchum and Sun Valley
- Carey and the US 20, 26 and 93 junction
- Ranch and mountain properties
02Attorneys and law firms
For Hailey and Ketchum Counsel and Firms Filing From Afar
Blaine County is part of the Fifth Judicial District, which stretches across eight counties to Twin Falls and Cassia. Valley files often involve real estate and construction disputes, property management claims, estate matters and family cases, and many are handled by firms based outside the county. Our Idaho attorney services give those firms one contact for the quote, log and affidavit.
We look at the filing before the drive. A district court summons, a magistrate division matter and a federal or bankruptcy filing may each come from a different place, and we flag issues early: a defendant whose primary residence is in another state, an LLC that holds title, or a registered agent outside Idaho. When the case needs fact work, our Twin Falls investigators and asset investigation team can assist.
03Evasive and hard-to-serve
Gated Drives, Caretakers and Defendants With More Than One Home
Avoidance in Blaine County often comes with a buffer. A defendant may live behind a gated drive, route visitors through a caretaker or property manager, or simply not be in Idaho for months at a time. A caretaker who does not reside at the home is generally not a valid recipient for abode service, so our servers note who answered, what their role was and whether the defendant was present, and they do not enter gated or posted property without permission.
When a defendant is rarely at the valley address, Delator investigators can establish where the person actually is through an evasive person locate or a brief surveillance check. For judgment creditors, asset searches for creditors and a debtor locate can point to where service and collection are realistic. We price each step before it starts, so the client controls how far the search goes.
04Family law, evictions, small claims, subpoenas
Family Law, Evictions, Small Claims and Subpoenas in Blaine County
Divorce and custody matters are heard in the magistrate division in Hailey, and I.R.F.L.P. 204 generally allows hand delivery, abode service on a resident who is at least 18, or delivery to an authorized agent. Because Idaho is a community property state and income from separate property can itself be community property, asset questions in valley divorces can be significant. Our guide to hidden assets in an Idaho divorce explains what counsel may want documented.
Landlords generally must give a three-day written notice for nonpayment under Idaho Code 6-303, and once the case is filed, 6-310 requires the summons, complaint and trial notice to be served at least five days before a trial usually set within 12 days. Small claims reach $15,000 as amended in 2026. Witness subpoenas can be delivered by any adult non-party under I.R.C.P. 45, with statewide reach for trial subpoenas. Our Idaho guide to serving papers covers the steps.
- Divorce, custody and support papers
- Residential and commercial evictions
- Small claims papers up to $15,000
- Hearing, trial and deposition subpoenas
05Documentation and challenges
Proof of Service When the Stakes Are High
I.R.C.P. 4(g)(1) generally requires a written proof that identifies the papers and the manner, date and place of service, and a non-officer server must swear to being over 18 and explain the method. In cases where defendants have the resources to contest service, the field log matters as much as the affidavit, so ours records times, locations and observations as they happen under Delator's documentation standard. Counsel who expect a fight over service sometimes pair it with our litigation investigation consulting.
The question most often raised in the valley is whether a home was the defendant's usual place of abode at the time of service. A person with residences in several states may argue the Idaho home was not it. Our notes capture what the server saw and was told, which gives counsel facts to work with. If a motion is filed, Delator leadership can review the record and the server can give a sworn statement. Reach us through our contact page.
06Idaho service rules
The Idaho Service Rules That Apply in Blaine County
I.R.C.P. 4(c)(2) generally allows service by an officer authorized by law or any person over 18 who is not a party, and Idaho issues no process server license. Individuals may be served personally, at their dwelling through someone at least 18 who resides there, or through an authorized agent. Companies are generally served through an officer or managing or general agent, and Rule 4(d)(3)(C) allows certified mail to the registered office and an officer when the designated agent is unavailable.
Rule 4(b)(2) generally requires dismissal without prejudice of a defendant not served within 182 days after filing, unless good cause supports more time, and the answer is generally due 21 days after service. A defendant who resides out of state or conceals themselves may be served by publication under Idaho Code 5-508, run once a week for four consecutive weeks under 5-509. Counsel should confirm the method. An executive background check can sometimes identify a primary residence first.
07A Blaine County angle
A Resort Valley With a Commuting Workforce
Sun Valley opened as a resort in 1936, originally owned by the Union Pacific Railroad, and the valley around it now has a median owner-occupied home value more than double the state average. Part of Craters of the Moon National Monument and part of the Sawtooth National Recreation Area also fall within the county. For service work, that means a mix of full-time residents, seasonal owners and visitors, and an address alone rarely tells you which a defendant is.
Many people who work in Blaine County live outside it, notably in Shoshone in Lincoln County. A worker named as a defendant may be easier to serve at home south of the valley than at a job site in Ketchum. We coordinate those addresses as part of the same file. Related work moves through Twin Falls process servers and Elmore County service, and other states are quoted on the multistate rate map.

FAQ
Frequently Asked Questions
Does a process server in Idaho need a license?
No. Idaho does not license process servers. I.R.C.P. 4(c)(2) generally permits service by an officer authorized by law, or by any non-party who is over 18. Delator Field Services applies a written documentation standard to every serve, outlined on our Idaho process serving page. The proof of service is what a court reviews, so that is where we concentrate.
Why does Blaine County service cost more?
Rates reflect population and distance from the nearest metro hub, and Blaine County is a long drive from Twin Falls. Routine service has a published starting rate of $180, with Urgent, Rush and Same Day Rush at 1.5, 2 and 3 times Routine. The final price is confirmed in writing first. See all counties on the Idaho rate map.
Can a housekeeper or caretaker accept papers?
Generally not, unless they reside at the home. I.R.C.P. 4(d)(1)(B) allows abode service on someone at least 18 who resides at the dwelling. A caretaker, housekeeper or property manager who lives elsewhere usually does not qualify. Counsel decides on the method, and our log records who answered and their role.
What if the defendant's main home is in another state?
Then the Idaho property may not be their usual place of abode, and personal service or service at the primary residence may be needed. Tell us every address. We will say in writing what we can coordinate, and counsel should confirm the method. Publication under Idaho Code 5-508 is another option when its grounds are met.
Do you serve Ketchum, Sun Valley, Bellevue and Carey?
Yes. We cover all five incorporated cities, Hailey, Ketchum, Bellevue, Sun Valley and Carey, plus ranch, mountain and unincorporated addresses. Remote properties take more planning, especially in winter, and the quote reflects that. For investigative work, see our Twin Falls private investigator page. Directions to gated or private drives help us plan access lawfully.
Where do I file the return of service in Blaine County?
The Clerk of the District Court for Blaine County is at 206 S. 1st Ave., Ste 200, Hailey, and court proceedings are held in the Douglas Kramer Judicial Building at 201 S. 2nd Ave. Our affidavit is prepared for filing with the clerk or with whichever court issued the papers.
What if the defendant has left the valley?
We stop attempts at an empty property and tell you. Delator investigators can run a locate for a missing defendant and then coordinate service at the new address in Idaho or another state, with the price confirmed in writing before anything happens. Seasonal owners often keep a primary home elsewhere, so tell us any address you know.
Does Delator have an office in Hailey or Ketchum?
No. Delator Group is headquartered in Nashville and does not keep an office anywhere in Idaho. Delator Field Services coordinates Wood River Valley service, and the delivery may be made by a vetted server under contract who follows Delator's logging and affidavit rules. Learn about Delator Group. Each job includes logged attempts and a signed affidavit.
Which federal courts issue papers for Blaine County?
For the U.S. District Court, Blaine County is in the Southern Division, with the clerk in Boise. For the Bankruptcy Court, it falls in the Eastern Division, labeled Pocatello/Twin Falls. Federal summonses follow Federal Rule of Civil Procedure 4, and our affidavit names the issuing court as captioned. Counsel should check the caption and any order.
What should I include with a Blaine County request?
Send the filed papers, the person's full name, every valley and out-of-state address, gate or caretaker details, a photo or description, vehicles and the deadline. Include any subpoena fee. Self-represented parties can read how to serve legal papers in Idaho first. We never use a gate code without the owner's permission, so a caretaker contact helps.
