Quick answer

How do I hire a process server in Campbell County?

Send us the filed papers, the defendant's addresses and your deadline. Routine starts at a published $125, and Newport process service covers the county's river city in detail.

01Local service landscape

Fifteen Cities Between the Ohio and Licking Rivers

Campbell County has about 95,000 residents and fifteen incorporated cities, bounded by the Ohio River to the north and east and the Licking River to the west. The river cities of Newport, Bellevue and Dayton are compact and older, Fort Thomas sits on the bluffs above them, and the county opens into farms and small communities south of Alexandria. Our Fort Thomas service page covers that city in more depth.

I-471 crosses the Ohio from Cincinnati into Newport and meets I-275 at Highland Heights, and I-275 runs through the northern county toward Fort Thomas. South of the interstates, US 27 is the main road toward Alexandria and the Pendleton County line. We group attempts so river-city and southern addresses are not mixed carelessly, and the Newport city service page and the Kentucky DFS hub describe nearby and statewide coverage.

  • River cities: Newport, Bellevue, Dayton
  • Fort Thomas, Southgate, Woodlawn and Highland Heights
  • Cold Spring, Crestview and Wilder
  • Alexandria and the rural southern county

02Attorneys and law firms

Northern Kentucky and Cincinnati Firms Filing in Newport

Campbell County is a one-county circuit, so the 17th Circuit means Campbell, and its courts sit together in the York Street building in Newport. Local firms and Cincinnati practices with Kentucky-admitted lawyers file here, and they need papers delivered together, a proof that matches the caption and a short written note after each visit. Our DFS page for law offices in Kentucky explains the intake fields we use.

Many Campbell matters involve someone on the Ohio side of the river. Papers from an Ohio court served in Campbell County follow that court's rule, and we match the Kentucky delivery and affidavit to it, as our papers-from-other-states service page describes. Kentucky papers bound for an Ohio resident follow CR 4.04(8), which allows personal delivery by any person over 18 with an affidavit of personal knowledge.

03Evasive and hard-to-serve

Hillside Streets, Shared Entrances and Commuters

Campbell's river cities have steep streets, limited parking and older buildings divided into apartments, so the name on a lease may not appear anywhere at the door. Fort Thomas and the bluff neighborhoods are quiet residential streets where a repeat visit stands out. South of Alexandria, homes are spread out and reached by long drives. We plan each approach for the setting and record every attempt with the date, time and observations.

Many residents commute across the bridges to Cincinnati, so evening and weekend attempts are often more productive than midday visits. KRS 454.135 allows civil service on Sundays and holidays, and we use those days only with counsel's approval. When someone avoids the door, the log supports counsel's decision on a warning order under CR 4.05. See our Kentucky evasion guide and the page on hard-to-find defendants for what that record should show.

  • Divided older buildings in Newport, Bellevue and Dayton
  • Bluff-top residential streets in Fort Thomas
  • Long drives in the southern county
  • Evening, weekend and Sunday attempts on approval

04Family, landlord, claim and witness papers

Family Court Papers, River-City Rentals and Subpoenas

Campbell Family Court petitions are served personally, by the clerk's certified mail, or through a respondent's waiver of service and entry of appearance. In cases with minor children, a 60-day period counted from service generally runs before proof on the merits. Prompt delivery matters, and our Kentucky family law delivery page explains each option. Claims of $2,500 or less, covered on the small claims delivery page, usually go by certified mail or the Sheriff.

A 2015 list of Kentucky localities that adopted the landlord and tenant act includes Bellevue, Newport, Dayton, Southgate, Silver Grove, Melbourne and Woodlawn. In those cities, an unpaid-rent notice is generally 7 days in writing, though counsel should confirm current local law. The eviction notice after filing is directed to the sheriff or a constable by KRS 383.210, so DFS does not deliver it. We serve separate rent and damage suits and subpoena service across Kentucky.

05Documentation and challenges

Returns Prepared for the York Street Clerk

Under CR 4.03, proof of service is filed promptly and within the period the defendant has to respond, which is generally 20 days after service under CR 12.01. When the summons is delivered by a person other than a mail carrier, the endorsed return is the proof. We return a signed proof quickly, and Rush and Same Day Rush service can be quoted in writing when the hearing date leaves little room.

Campbell service challenges usually focus on whether the right person received the papers in a building with several units. Because Kentucky allows no household substitute for a summons, our notes record a description of the recipient, any refusal and how the papers were offered. Counsel can review the methods in our Kentucky service how-to, and the Delator Group overview explains the firm's approach.

06Kentucky service rules

Kentucky's Rules on Who Serves the Summons

Kentucky's CR 4.01 has the clerk issue the summons and, at the plaintiff's direction, mail it by certified or registered mail restricted to the addressee, transfer it to a person other than a mail carrier who is authorized to deliver it, or return it to the plaintiff to arrange service. Unless the plaintiff directs otherwise, KRS 454.140 points process to the county sheriff. Our Kentucky service eligibility explainer explains each path in plain English.

No Kentucky statute licenses private process servers, and DFS claims no Kentucky license, appointment or listing. For each Campbell file, we confirm with the clerk or court how the summons will issue and whether private delivery or a special appointment under KRS 454.145 is needed before accepting it. If only an officer may serve that paper, we say so and the papers go to the Sheriff. You can write to DFS about a Newport filing before the summons issues.

07Local angle

Two County Seats, One Courthouse in Newport

Campbell County is described as having two county seats, Alexandria and Newport (secondary source), but the court system's county page lists only one location: the Courthouse and Judicial Center at 330 York Street in Newport. No court location in Alexandria is listed. For service of process, that means every return is prepared for the Newport clerk, and we read the caption first so the proof names the correct court and case number.

Campbell cases also cross the Licking River into Kenton County and the bridges into Cincinnati, often in the same lawsuit. When a co-defendant lives in Covington, Erlanger, Florence or the airport area around Hebron, we coordinate service under one quote through Kenton County service and Boone County papers and attempts, and the Kentucky rate map shows how those county tiers compare to Campbell's.

  • 17th Circuit: Campbell County only
  • Federal court: 35 W. 5th St., Covington

Across the Licking River, Covington service coverage handles Kenton County's river city and its federal courthouse, while Erlanger process serving reaches the I-275 corridor. FAQ

Frequently Asked Questions

Where are Campbell County cases filed?

At the Campbell County Courthouse and Judicial Center, 330 York Street in Newport. The phone line is (859) 292-6314, option 1 for District and option 2 for Circuit. Although Alexandria is also described as a county seat, no court location there is listed. Our Kentucky service hub explains court structure statewide.

What does a process server in Campbell County cost?

The published Routine starting rate in Campbell County is $125. Urgent runs 1.5 times Routine, Rush twice Routine and Same Day Rush three times Routine. Your price depends on the address, building access, the number of people and the deadline, and we put it in writing before any attempt is made on the file.

Why not just use the Sheriff?

You can. Process is directed to the sheriff by default under KRS 454.140, and a dated 2019 Campbell Sheriff post lists a $70 civil paper fee. Counsel sometimes prefer a private server for scheduling flexibility and detailed attempt notes. We confirm with the clerk whether private delivery fits before accepting the file.

Do you serve eviction notices in Newport or Bellevue?

No. KRS 383.210 directs the forcible detainer warrant to the sheriff or a constable, who gives at least three days' notice of the trial, and the AOC-215 form is addressed to those officers. Restitution warrants also stay with them. Our step-by-step Kentucky eviction guide explains which related papers we can deliver.

Can a summons be given to another tenant in the building?

No. CR 4.04(2) requires delivery to the individual, offering the papers if the person refuses, or delivery to an agent authorized by appointment or by law. A neighbor, landlord or another tenant does not qualify, so in divided buildings our servers confirm identity before handing over any papers at all.

What can counsel do if a Campbell defendant hides?

Concealment that blocks service is one of the grounds CR 4.05 lists for a warning order. On an affidavit, the clerk issues the order and appoints a practicing attorney to write to the defendant and report within 50 days. Our Kentucky warning order guide covers the deemed-summons date and the attorney's report.

How long does a Campbell defendant have to answer?

Generally 20 days after service of the summons under CR 12.01, and the summons states the deadline under CR 4.02. CR 4.03 expects proof filed within that same period, so we return the signed proof quickly. Counsel facing a near hearing can choose a faster tier in writing before work begins.

Can you serve someone who works in Cincinnati?

We can attempt service at a Kentucky home address when the person is likely there, often evenings or weekends. Service at an Ohio workplace depends on the rules of the court that issued the papers, so tell us where the case is pending and we plan around it. Each attempt is logged.

How are Campbell County businesses served?

Most are served through the registered agent on record with the Secretary of State under KRS 14A.4-040, or an officer, managing agent or chief agent in the county under CR 4.04(5). Foreign entities registered in Kentucky are served through their agent, not the Secretary of State. See our Kentucky business process page.

Do Kenton or Boone witnesses get mileage for a Campbell hearing?

Yes. KRS 421.015 allows mileage at the state-employee rate to a witness who lives in a county other than the one they are subpoenaed to, and counsel arranges it. Under CR 45.03 the subpoena itself may be delivered by anyone over eighteen, anywhere in the state. Our Kentucky witness subpoena delivery page explains the proof.
