01How the numbers are built
How DFS Sets a Starting Rate for Each Kentucky County
Each Kentucky county in the table carries one Routine figure, and two inputs drive it: how many people live in the county and how far its addresses sit from the nearest metro area where servers are based. Dense counties close to Louisville, Lexington and Cincinnati need shorter drives between attempts, so they start lower. Counties far from those hubs, in the coalfields or the Jackson Purchase, take more time on the road for every visit, and the published figure reflects that time.
The result is a spread from $125 to $255. Nine counties open at $125: Jefferson, Fayette, Boone, Kenton, Campbell, Bullitt, Jessamine, Oldham and Scott. Only Carlisle County, at the far western end of the state, reaches $255. Most of the remaining counties fall between $150 and $235. Our Jefferson County process server page and Fayette County process server page show how the $125 figure applies to the two largest court systems.
These are published starting rates, not a promise that every serve costs the same. Before we accept papers, we confirm the county, the tier, the number of people to be served and any unusual access issue, and we put the final price in writing. If the address changes to a different county after we start, we tell you the new figure before the server moves. That way the number on this page is the number you plan around.
- Population and distance set the Routine figure
- Nine counties open at $125
- Carlisle County is the only $255 county
- Final price confirmed in writing first
02Choosing a tier
Routine, Urgent, Rush and Same Day Rush in Kentucky
Routine service puts the first attempt within about five to seven days of receipt, and it fits most summonses filed well ahead of any deadline. Urgent moves the first attempt to three to five days and costs 1.5 times Routine. Rush targets a first attempt in one to two days at 2 times Routine. Same Day Rush, at 3 times Routine, aims for an attempt within two hours of receipt, and we confirm availability case by case before you pay for it.
The tier only changes how soon the first attempt happens and how tightly later attempts are spaced. It does not change the documentation. Every Kentucky serve comes back with the same time-stamped attempt log and signed return, which matters because CR 4.03 expects proof of service to be filed promptly and within the time the defendant has to respond. Counsel who need a hearing subpoena out quickly can read our same day process serving in Kentucky page for scheduling detail.
Choose the tier from the real deadline, not the anxiety level. A summons with no hearing date usually fits Routine, because the defendant's 20-day answer period under CR 12.01 starts only once service is made. A deposition subpoena for next week, or a witness needed at a small claims hearing, may justify Rush. If you are unsure, tell us the date and we will suggest a tier in the written quote; the process serving for attorneys page explains how firms set standing preferences.
03Louisville, Lexington and Northern Kentucky
What Serving Papers Costs in Kentucky's Metro Counties
Louisville Metro and its 82 other incorporated cities all sit inside Jefferson County, so a serve in Jeffersontown, St. Matthews or Shively carries the same $125 Routine starting rate as one downtown. Urgent there is $188, Rush $250 and Same Day Rush $375. Bullitt and Oldham, which border Jefferson, also start at $125, which helps when a defendant lives in Shepherdsville or La Grange but works in the city. Our St. Matthews process server page covers one of the busiest suburban addresses.
Lexington and Fayette County consolidated in 1974, so the city limits and the county line are the same, and the whole urban county starts at $125. Jessamine and Scott, home to Nicholasville and Georgetown, open at $125 too, while Clark, Franklin and Madison start at $130. Northern Kentucky's Boone, Kenton and Campbell counties all begin at $125, reflecting how close they sit to Cincinnati. See the Georgetown process server page and the Florence process server page for local court details.
A second ring of counties around these metros starts at $130 to $150. Hardin, Nelson, Shelby and Woodford are $130, Boyle and Grant are $140, and counties such as Spencer, Henry, Trimble, Owen and Gallatin are $150. Those figures matter for commuter defendants: a person sued in Louisville may sleep in Elizabethtown or Shelbyville, and the price follows the county where the papers are delivered, not the county where the case was filed.
04Pennyrile, Green River and the Purchase
Western Kentucky Starting Rates, on Central Time
Western and south-central Kentucky run on Central Time, and the rates there climb as the counties get farther from a metro base. Warren County, around Bowling Green, starts at $145. Christian and Daviess, home to Hopkinsville and Owensboro, are $155. Hopkins and Calloway, around Madisonville and Murray, are $195, and Henderson County is $200. McCracken County, which includes Paducah, starts at $205. Our Owensboro process server page and Murray process server page list the courthouses for those filings.
The Jackson Purchase holds the highest figures on the table. Fulton and Livingston are $245, Ballard and Hickman are $250, and Carlisle County tops the list at $255. Those counties are rural, sit far from a metro base, and often require a long drive for a single attempt. When a case involves several defendants in that corner of the state, we quote each one separately and look for ways to group attempts on the same trip, and the written quote shows that plan.
Time zones affect scheduling more than price. A Same Day Rush request sent from a Louisville office late in the afternoon reaches a Paducah or Bowling Green address an hour earlier on the local clock, which can help or hurt depending on when the defendant is home. We schedule attempts in local time and note the zone on each log entry, so a return from the Paducah process server page reads clearly to a Louisville or Nashville attorney.
05The mountains and the coalfields
Eastern Kentucky Rates and the Cost of Mountain Roads
Eastern Kentucky prices start higher because the road network does. Laurel and Pulaski, on the western edge of the region near I-75, start at $150, and Whitley is also $150. Moving east, Boyd County, where the courts sit in Catlettsburg rather than Ashland, is $195. Floyd is $205, Pike $210, Letcher and Magoffin $230, Knott $235, and Martin $240. Our Laurel County process server page and Ashland process server page list the clerk's offices that receive those returns.
Mountain serves take longer for reasons that have nothing to do with the defendant. Addresses can sit well off the main highways, and weather can slow travel in winter. A Routine serve in Pike County therefore costs $210 instead of $125, but it carries the same documentation as a Louisville serve. When a defendant in these counties has several possible addresses, we price them as one serve with additional attempts only if they are in the same county, and we tell you in writing before adding a second county.
Federal filings follow a different map. Since the Eastern District stopped holding court in Pikeville at the end of 2025, cases from Pike, Letcher, Floyd and Knott counties go to the London division, while Johnson, Magoffin and Martin go to Ashland. That change does not alter our service price, which is always set by the county where the person is served, but it does change where a return gets filed. The Pike County process server page explains the local side.
06What the rate does not include
Clerk Costs, Sheriff Fees and Witness Mileage Are Separate
Our rate covers delivery and documentation. It does not include the court's own charges. Filing fees and the postage the plaintiff advances when the clerk sends a summons by certified mail under CR 4.01(1)(a) are paid to the court. If you choose the sheriff instead, sheriff pages we reviewed list a $60 civil paper fee under KRS 64.090; Louisville's Jefferson County Sheriff charges $70 per paper after a $10 Metro fee took effect on Nov. 1, 2025, and Campbell County also lists $70.
Service through the Secretary of State under KRS 454.210 has its own charge. The Summons Branch in Frankfort lists $10 per defendant, or $18.80 for restricted delivery, and the clerk sends the papers there, not the plaintiff. Warning order attorneys appointed by the clerk under CR 4.07 are paid a reasonable fee set by the court and taxed as costs; the rules set no dollar amount. Our warning order attorney guide for Kentucky explains when that route applies.
Subpoenas raise a third cost. Under KRS 421.015, a witness who lives in a county other than the one where they are subpoenaed is allowed the same mileage state employees receive. That allowance is the issuing party's responsibility and is separate from the price of delivering the subpoena. Our Kentucky subpoena service page covers how we document delivery, and your attorney can confirm the current mileage figure before the subpoena goes out.
- Clerk filing fees and certified mail postage
- Sheriff fee of $60, or $70 in Jefferson County
- Secretary of State fee of $10 per defendant
- Witness mileage under KRS 421.015
07Several parties, several counties
Budgeting a Kentucky Case With More Than One Defendant
Each person served is priced on its own line using the Routine figure for the county where that person is found. A collection suit against a Lexington business and its two guarantors, one in Richmond and one in Owensboro, would show $125, $130 and $155 Routine lines, before any tier upgrade. Business defendants served through a registered agent are priced by the agent's county, and our registered agent service in Kentucky page explains how we confirm the current agent first.
Out-of-state cases follow the same table. A Tennessee or Georgia court that needs a party delivered papers in Kentucky pays the Kentucky county rate, and we match the return to the issuing court's proof rule. Kentucky cases that need a defendant served in another state use that state's rate on our shared finder. Our out-of-state papers service in Kentucky describes both directions, and the Kentucky hard-to-serve defendants page explains how repeat attempts are handled in the quote.
If a defendant cannot be found after the agreed attempts, the written quote already states what happens next: we return the full attempt log and an affidavit of non-service, and we price any additional address separately. Counsel then decide whether to try another address, ask the clerk for a warning order, or pursue another method. Nothing is added to the invoice without your written approval, and our guide on serving someone who avoids service outlines the choices.

FAQ
Frequently asked questions
How much does it cost to serve papers in Jefferson County, Kentucky?
Jefferson County starts at $125 Routine, $188 Urgent, $250 Rush and $375 Same Day Rush. Those are published starting rates, and the final price is confirmed in writing before the first attempt. The same figures apply across Louisville Metro and the other incorporated cities in the county, as our Jeffersontown process server page shows for one suburban example.
Which Kentucky county has the highest process serving rate?
Carlisle County, in the far western Jackson Purchase, is the only county at $255 Routine. Ballard and Hickman follow at $250, and Fulton and Livingston are $245. These rural counties sit far from a metro base, so each attempt involves a longer drive. Urgent, Rush and Same Day Rush multiply those Routine figures by 1.5, 2 and 3.
Are these process server rates in Kentucky final prices?
No. They are published starting rates. The final price depends on the county, the tier, the number of people to be served and any unusual access issue, and we confirm it in writing before the first attempt. If the address moves to a different county, we send the new price for approval before the server goes.
Why do eastern Kentucky counties cost more?
The Routine figure reflects population and distance from the nearest metro base, and many mountain counties are both sparsely populated and far from one. Addresses can sit well off main highways, and weather can slow travel. A Pike County serve starts at $210, Letcher at $230 and Martin at $240, each with the same documentation as a Louisville serve.
Does the rate include the sheriff's fee or court costs?
No. Our rate covers delivery and documentation only. Clerk filing fees, certified mail postage and any sheriff's fee are paid to those offices. Sheriff pages we reviewed list $60 per civil paper under KRS 64.090, and Jefferson County lists $70 since Nov. 1, 2025. The guide to serving legal papers in Kentucky explains each route.
How is a case with several defendants priced?
Each person served gets a line priced at the Routine figure for the county where that person is delivered papers, plus the tier you choose. A business served through its registered agent is priced by the agent's county. The written quote lists every line before any attempt, so the total is known before work starts.
What does Same Day Rush mean in Kentucky?
Same Day Rush aims for an attempt within two hours of receipt and costs 3 times the county's Routine rate, so $375 in Jefferson County. Availability depends on the county, the time of day and the server's location, so we confirm it case by case before you commit. Rush, at 2 times Routine, targets a first attempt in one to two days.
Do western Kentucky serves follow Central Time?
Yes. Bowling Green, Owensboro, Paducah, Hopkinsville, Henderson, Madisonville, Murray and Glasgow are on Central Time, while Louisville, Lexington, Elizabethtown and Northern Kentucky are on Eastern. We schedule attempts in local time and note the zone on each log entry, so a return reads clearly to counsel in either zone. Time zones affect scheduling, not the published rate.
What happens if the defendant cannot be served?
We return the full time-stamped attempt log with an affidavit of non-service, and any further address is priced separately with your written approval. Counsel can then try another address, request clerk certified mail, or consider a warning order under CR 4.05 if a ground applies. Our Kentucky warning order guide covers that step.
Can I compare Kentucky with other states?
Yes. The multi-state pricing map shows county rates for Kentucky alongside Virginia, South Carolina, Georgia and the other states where Delator Field Services serves papers. Rates in every state use the same tier multiples, and every quote is confirmed in writing. Our Virginia process servers page covers defendants just across the eastern border.
