Quick answer
How do I hire a process server in Franklin County, Kentucky?
Send the issued summons and complaint, the defendant's addresses and your deadline. We check the summons route with the Saint Clair Street clerk, quote the tier and price in writing, assign a server and deliver a signed record at the end. Routine service starts at a published $130, and the Kentucky service rate lookup shows how other counties compare.
01Local service landscape
A Capital City, a Winding River and Quiet Rural Hills
Franklin County had an estimated 52,649 residents in 2025, and Frankfort is its county seat and most populous city. The Kentucky River flows through the city and makes a turn as it passes the center of town, so neighborhoods sit on both banks and on the bluffs above them. Outside Frankfort, communities such as Bridgeport, Bald Knob, Peaks Mill, Forks of Elkhorn, Jett and Switzer are spread across rolling farm and woodland. Our Kentucky process serving coverage applies one written standard across all of it.
Interstate 64 passes south of the city, US 127 and US 421 run north and south through Frankfort, and US 60 and US 460 cross east and west. Hills and river crossings can stretch what looks like a short drive. We review every address before the first attempt and set realistic expectations in writing. Papers addressed inside the city go to our Frankfort process servers, and the statewide county rate list shows each published figure.

02Attorneys and law firms
Franklin Circuit Papers for Statewide and Capital Counsel
As the seat of state government, Frankfort draws lawyers from across Kentucky, and public administration made up about 28 percent of the city's workforce in 2016. Franklin County files include employment and contract disputes, administrative and regulatory litigation, vehicle claims, collection suits and family law. Our Kentucky attorney service program gives each firm one contact for the written quote, the attempt log and the completed return.
Before an attempt we sort out who the defendant really is. A suit naming a state agency is generally served on the Attorney General or an assistant attorney general under CR 4.04(6), not on the agency's front desk. A suit against a state employee personally is served on the individual. After service, CR 12.01 generally allows 20 days for an answer. Counsel working in several states can compare figures on the multistate cost map, and papers from elsewhere follow our interstate service coordination.
03Evasive and hard-to-serve
Office Hours, Security Desks and Defendants Who Work Downtown
Many Franklin County defendants work in secured office buildings, and visitors may not be able to walk past a front desk. Others live in the hills outside town and leave early for work in Frankfort, Lexington or Louisville. We look for a lawful place and time to reach the person, usually at home in the early morning, evening or on a weekend where counsel approves, and KRS 454.135 gives no Sunday or holiday exemption from civil process. Our page on defendants who are hard to reach explains the plan, and Kentucky expedited delivery helps with close deadlines.
Then there are defendants who deliberately stay out of reach. Because a Kentucky summons cannot be left with a household member, the log has to show genuine attempts at the defendant personally. If counsel concludes the person is concealing themselves or left the county to avoid service, CR 4.05 allows a warning order on an affidavit, and the clerk appoints the warning order attorney, who reports within 50 days. Our warning order primer for Kentucky covers the steps.
04Family law, evictions, small claims, subpoenas
Family Cases, Rentals, Small Claims and State Employee Witnesses
Dissolution and custody cases go to the Franklin County Family Court division. A spouse in a Franklin County case can be served by hand or by the clerk's certified mail, or can sign a waiver of service and entry of appearance. When both spouses work in state government, we plan with counsel for a delivery that does not happen in a shared office. The general sequence is set out in our divorce service guide for Kentucky.
KRS 383.210 directs the forcible detainer warrant to the sheriff or any constable, who gives at least three days' notice of trial, so we do not serve that notice or carry out warrants of restitution, as our Kentucky landlord eviction page explains. We can carry a landlord's written notice before filing, where the lease permits, and serve any separate rent or damage suit. Franklin small claims of up to $2,500 generally use the clerk's certified mail or the sheriff. Subpoenas for state employees are served under CR 45.03 by any person over 18, and our subpoena delivery in Kentucky page explains proof and mileage.

- Pre-suit landlord notices where the lease allows
- Independent suits for unpaid rent or damages
- Hearing and deposition subpoenas for state employees
05Documentation and challenges
Clear Proof of Service for Capital-City Litigation
When the clerk transfers a summons for delivery under CR 4.01(1)(b), the server's endorsed return is the proof of service, and CR 4.03 asks that it be filed promptly and within the defendant's time to respond. We send the completed return quickly so your office can file it at 222 Saint Clair Street, and federal returns are prepared for the clerk at 330 West Broadway.
Each return is built from notes taken at the attempt: arrival time, the address, who answered, and whether the papers were handed over or offered on refusal under CR 4.04(2). When delivery happens at a building with a security desk, the record says who was contacted and how the defendant was identified. That level of detail is what your attorney needs if service is challenged. Questions can start on the DFS contact page, and Delator Group's company background explains who stands behind the record.
06Kentucky service rules
Kentucky's Service Rules in the County That Writes Them
On filing, CR 4.01 has the clerk issue the summons and, at the plaintiff's direction, send it by certified mail, transfer it to a person other than a mail carrier who is authorized to deliver it, or return it to the filing party to arrange service. KRS 454.140 directs process to the sheriff, and KRS 454.145 allows a court to appoint a person for good cause to serve a particular paper. Our Kentucky process server qualifications guide explains each route.
Kentucky has no license or certification for private process servers, and DFS makes no claim that any server holds one. For each Franklin County job, we first ask the clerk how the summons issued and whether private delivery or an appointment is required, and officer-only papers are routed to the sheriff. Companies headquartered or registered in the capital are usually served through the agent KRS 14A.4-040 requires. This overview is general information, not legal advice; the Kentucky legal papers service guide adds detail.
07A Franklin County angle
The Secretary of State's Summons Branch and Nonresident Defendants
Frankfort is home to the Secretary of State's Summons Branch at 1025 Capital Center Drive, Suite 201. Under KRS 454.210, a nonresident with Kentucky contacts may be served through the Secretary of State as statutory agent. The clerk, not a process server, sends the copies by certified mail or electronically, the Secretary of State mails them on within seven days, and service is deemed made when the Secretary of State makes its return. The fee is $10 per defendant, or $18.80 for restricted delivery. Our Kentucky business entity service page explains how we fit in.
That office does not serve foreign entities authorized to do business in Kentucky; their registered agent is served instead, which is often where DFS comes in. It also does not serve state agencies, which are served through the Attorney General. In federal court, Joint Local Rule 4.1 says a party serving through the Secretary of State must also follow that office's procedures. We help counsel pick the right route and document it, and our Shelbyville service of process team covers defendants to the west.

Process Servers Near Franklin County
Franklin County sits between Louisville and Lexington, so its cases often move in both directions. Defendants who live in the manufacturing town to the east are reached through our Georgetown service of process, and the rest of that county through our Scott County servers. Commuters who moved to the Bluegrass's largest city are handled by Lexington court paper delivery. Every location uses the same written quote, logged attempts and signed return, so one case keeps one record from the capital to wherever the defendant now lives.
FAQ
Frequently Asked Questions
Can a private process server deliver a summons in Franklin County?
In the capital as elsewhere, CR 4.01 lets the clerk transfer a summons to an authorized person or return it to the plaintiff, and no Kentucky statute licenses private servers. Practice can differ by court, so we confirm how the Franklin County clerk issued the summons before the first attempt. Our Kentucky process serving page gives the statewide background.
How much does a process server in Franklin County cost?
Franklin County Routine service is published from $130. Urgent adds half again, Rush doubles it and Same Day Rush triples it. Rural hill addresses may need extra planning, which we raise before work begins. The final price is always confirmed in writing, and the rate for each Kentucky county is published for comparison.
How is a state agency served in Kentucky?
Under CR 4.04(6), the Commonwealth and its agencies are generally served by delivering the papers to the Attorney General or an assistant attorney general, not to the agency itself. The Secretary of State's Summons Branch does not serve state agencies. We confirm the correct recipient with counsel before any attempt so the return matches what the rule requires.
When does the Secretary of State handle service?
Under KRS 454.210, a nonresident with Kentucky contacts may be served through the Secretary of State as statutory agent. The clerk sends the papers, the Secretary of State mails them on within seven days, and service is deemed made on its return. It does not serve foreign entities authorized to do business here; their registered agent is served instead.
Can papers be left with someone else at the house?
Not for a Kentucky summons. Under CR 4.04(2) the papers generally go to the individual, are offered if refused, or go to an agent authorized by appointment or law. Handing it to a spouse or roommate is not an option for a private server. If personal delivery stalls, your attorney can review the attempt log and consider the clerk's certified mail or a warning order.
Do you serve eviction papers in Franklin County?
Not the forcible detainer notice. Franklin County detainer warrants are directed by KRS 383.210 to the sheriff or a constable, and the AOC-215 notice names them; enforcing restitution after judgment is also reserved to them. For a Frankfort landlord, we can deliver a notice before suit if the lease allows and serve a separate civil complaint. See our Kentucky eviction service explainer.
What if a Frankfort defendant cannot be found?
The log captures each Frankfort-area attempt with its date, time and notes. For a defendant who left Franklin County to avoid papers, is hiding, or has no known address, an affidavit can support a CR 4.05 warning order. The Franklin clerk then appoints a warning order attorney, and summons is generally deemed complete 30 days after the order is entered. Read Kentucky options for an absent defendant.
How fast can papers be served in Frankfort?
A Routine Frankfort job usually gets its first attempt within several days. Urgent, Rush and Same Day Rush move faster at 1.5, 2 and 3 times the Routine rate, and Same Day depends on the address and the defendant's work hours. Give us the court date and we will state in writing what timing is realistic around office hours before you select a tier.
Does Delator Field Services have a Frankfort office?
No. Delator Group, the parent of Delator Field Services, is headquartered in Nashville, Tennessee, and there is no office in Kentucky. Franklin County serves are coordinated through servers suited to the issuing court, and each one includes logged attempts, a price confirmed in writing before the first visit and a signed return afterward.
What should I include with a Franklin County request?
Send the issued summons and complaint, the defendant's full name, every known address, the employer or agency if known, a description or photo, vehicle details and the deadline. Tell us whether the defendant is a person, a business or a state agency. Self-represented filers can start with Kentucky small claims papers help so nothing is missing.
