Quick answer
How do I hire a process server in Richland County?
Send the filed papers, the case number, every address you have and your deadline. We check that the document can be served privately in the issuing Richland court, quote the tier and price in writing and log each attempt. The published Routine starting rate is $125, and our Columbia service page covers the city in more depth.
01Local service landscape
A Capital County Split by Rivers, Interstates and a County Line
Richland County had about 434,956 residents in 2025, and its county seat is also the state capital. Columbia itself crosses into Lexington County, as do Cayce and Irmo, so a Columbia mailing address does not settle which county's magistrate or sheriff is involved. We check the parcel before quoting, and our city of Columbia deliveries page explains the split in detail. The Lexington County service page handles addresses that turn out to sit across the Congaree.
Four interstates shape the county. I-26 and I-20 meet in the Columbia area, I-77 begins at I-26 in Cayce and runs past the west edge of Fort Jackson toward Blythewood, and I-126 feeds traffic into the city center. Our servers group attempts so a Blythewood stop and a Lower Richland stop do not compete for the same evening, and the South Carolina coverage hub explains how statewide routing works.
- Downtown Columbia and the Main Street court district
- Forest Acres, Arcadia Lakes and Dentsville
- Northeast growth: Blythewood and the I-77 corridor
- Lower Richland, Hopkins, Gadsden and Eastover

Serving for Columbia Litigators, Agencies and Out-of-State Counsel
Columbia is home to the state Supreme Court and the Court of Appeals, and a large share of the bar practices within walking distance of the Main Street Judicial Center. Firms here expect papers delivered as a set, an affidavit that tracks the caption, and updates after every attempt rather than at the end. Our services for South Carolina attorneys describe the intake fields that keep a Columbia file moving.
Lawyers suing state officers or agencies should note SCRCP 4(d)(4) and (5): service on the State runs through the Attorney General or a designated official, and agency service adds a mailed copy to the Attorney General. Counsel choose the route; we carry out the delivery the summons calls for. Out-of-state firms with a Columbia defendant can review our page on papers from other states before sending a file.
Delator Group is a Tennessee firm headquartered in Nashville and keeps no Richland County office. Serves may be carried out by vetted servers Delator contracts with under one documentation standard, and each server assigned is at least 18 and not a party to, or an attorney in, the case. Our company background explains the structure behind that standard, and you can reach the DFS intake desk with a Richland question before you file.
03Evasive and hard-to-serve
Controlled Lobbies, Military Schedules and Long Rural Driveways
Richland County mixes dense downtown apartments, suburban cul-de-sacs and long rural roads in the southeast. A defendant in a controlled-access building may need an attempt timed around the front desk, while one in Lower Richland may need a daylight visit down an unmarked drive. We plan both in advance. When someone ducks every visit, the hard-to-serve defendants page outlines how we vary times and record what the server sees.
Fort Jackson, described as the largest and most active initial entry training center in the U.S. Army, has been part of Columbia since 1968. Service at a military installation depends on that base's access rules, and default judgments against servicemembers raise Servicemembers Civil Relief Act questions for counsel. If due diligence fails, the court or the clerk of common pleas may order publication on an affidavit, and our publication walkthrough covers that step.
- Controlled-entry apartment buildings downtown
- Fort Jackson residents and base access rules
- Rural addresses in Hopkins, Gadsden and Eastover
- Sunday attempts outside religious-service travel
04Family, landlord, claim and witness papers
Family Court on Main Street, Magistrate Claims and Rental Disputes
Richland County Family Court shares the Judicial Center at 1701 Main Street, and divorce, custody and support summonses are served under SCRCP 4 like other civil papers. Spouses who cooperate may sign an Acceptance of Service (SCCA 400.03), which needs no further proof. Contempt rules to show cause count as other process under Rule 4(c), so they go to the sheriff or a person the court designates. The South Carolina divorce service guide walks through the routes, and our family court paper delivery page covers pricing.
Magistrates in Richland County hear civil claims up to $7,500, and SCRMC 6(c) allows any adult who is not a party or attorney in the case to serve their summonses, proving service by affidavit. In ejectment cases the picture changes: the rule to vacate is routed through the sheriff in the courts we checked, and only a constable or deputy sheriff executes a writ. We serve the rule only where the magistrate confirms private service is accepted, never post or execute a writ, and do serve suits for rent or damages. See the magistrate claims page.
05Documentation and challenges
What a Richland County Affidavit Has to Say
A private server in South Carolina proves service by affidavit, and SCRCP 4(g) asks that it state the date, time and place of service and the name and address of the person served, or a description if the name is not known. We write every affidavit to that checklist and keep the attempt log behind it. Failure to file proof does not void a valid service, but a complete affidavit saves a motion hearing.
Most Richland County challenges ask whether the papers reached the right person by an allowed method. If the server left copies with a household member, the affidavit should say why that person was of suitable age and discretion and lived there. If the deadline is near, the same-day and rush tiers help, and the explainer on who may serve process lays out the qualifications behind every affidavit we sign.
06South Carolina service rules
SCRCP 4 in Plain English for Midlands Cases
South Carolina splits the question of who may serve. A summons may go out through the sheriff, a deputy or any person 18 or older who is neither a party nor an attorney in the action, under the first sentence of SCRCP 4(c). All other process, such as orders and rules, generally goes to the sheriff, another officer or a court-designated person. There is no statewide license for private process servers, and DFS does not claim any South Carolina license or appointment. The how-to guide for South Carolina papers explains each method.
Allowed methods for a summons include personal delivery, abode delivery to a resident of suitable age and discretion, delivery to an authorized agent, restricted-delivery certified mail and a qualifying commercial delivery service. Mail and courier delivery support a default only with the defendant's own signature. If the limitations period has run by filing, actual service generally must happen within 120 days (SCRCP 3(a)), and the defendant generally answers within 30 days. Your attorney can confirm the details.
07Local angle
Private Service Beside a Busy Sheriff's Civil Desk
The Richland County Sheriff's Department runs a Civil Process Division that posts its own fees, $15 for a summons and complaint and $10 for a subpoena, payable before any attempt, and it serves papers for every Richland County magistrate. For many filers that is the right route. A private server becomes useful when counsel want attempts at chosen hours, a detailed affidavit or coordinated delivery to several defendants under one quote.
Federal work adds another layer. The Perry Courthouse on Richland Street hears Columbia division cases and also those from the Aiken, Orangeburg and Rock Hill divisions, so a Columbia federal case can name defendants well outside the county. We coordinate those serves through pages such as Aiken County service and York County deliveries, and the rate finder for South Carolina counties shows each starting rate.

- Sheriff's civil process: 5623 Two Notch Rd. (overnight)

Midlands cases routinely cross county lines. Lexington County lies across the Congaree and Broad rivers, Kershaw County shares the 5th Circuit to the northeast, and Sumter County lies to the east. Our Sumter County papers page covers that side, while service in the town of Lexington handles the county seat across the river. Upstate co-defendants are handled through Greenville County service. Coastal defendants go through Charleston County service of process. Each page uses the same written quote, logged attempts and signed affidavit.
FAQ
Frequently Asked Questions
Who may serve a summons in Richland County?
The sheriff, a deputy or any person at least 18 who is not a party or attorney in the case may serve a summons under SCRCP 4(c). Orders, rules and writs generally need the sheriff, another officer or a court-designated person. Our statewide South Carolina page summarizes how DFS handles each paper type.
What does a Columbia process server cost?
Richland County has a published Routine starting rate of $125. Urgent, Rush and Same Day Rush are calculated from that base at 1.5, 2 and 3 times. Your quote depends on the address, how many people are named and how soon you need service, and it is confirmed in writing before we make any attempt.
Why not just use the sheriff's civil process division?
Often that works well. The Richland County Sheriff posts fees of $15 for a summons and complaint and $10 for a subpoena. Counsel choose a private server when they want attempts at specific hours, a more detailed affidavit, faster turnaround or several defendants coordinated under one quote. Some papers, such as writs, must stay with officers.
Can you serve someone at Fort Jackson?
Service at a military installation depends on that base's access rules, so we confirm the approach with counsel before any attempt. Default judgments against servicemembers also raise Servicemembers Civil Relief Act questions, including the affidavit about military status a court requires before entering a default. Your attorney decides how to proceed.
How fast must a Richland County defendant answer?
Generally within 30 days after service of the complaint under SCRCP 12(a). In magistrate court, the answer is due within 30 days from the first day after service under SCRMC 7(b). The self-represented divorce summons allows 35 days after certified-mail service. A clear service date in the affidavit keeps that calculation simple.
Will you serve a Richland County rule to vacate?
Not as a routine service. Magistrate courts we checked send the rule through the sheriff's office, and only a constable or deputy sheriff carries out a writ of ejectment. We serve the rule only if the magistrate court confirms private service is accepted. Our South Carolina eviction service guide explains the ten-day process.
How do you serve a company headquartered in Columbia?
Usually by delivery to its registered agent or an officer or managing agent under SCRCP 4(d)(3). For an out-of-state corporation that is not authorized to do business here, the Secretary of State may be the statutory agent under S.C. Code 15-9-245. Our corporate and agent service page summarizes the routes.
Do you deliver federal papers from the Perry Courthouse?
Yes. Summonses and subpoenas from the District of South Carolina's Columbia division are served under the federal rules, and the affidavit is written for that court. Because Aiken, Orangeburg and Rock Hill division cases are also heard in Columbia, we can coordinate defendants across those counties under one quote. Include any waiver request already sent to the defendant.
Can a Richland County witness be served for a deposition?
Yes, by any non-party adult under SCRCP 45(b)(1). A non-party deposition subpoena must be issued from and served in the county where the witness lives, works or regularly does business in person, so a Richland witness gets a Richland-issued subpoena. Witness fees are paid when the witness arrives. See our South Carolina subpoena service.
What happens if the defendant keeps avoiding the door?
We keep varying the days and hours and log each visit in detail. If the defendant still cannot be found in South Carolina after due diligence, counsel may ask the court or the clerk of common pleas for an order of publication under S.C. Code 15-9-710. Our avoidance guide explains the options.
