Quick answer

What are process server rates in Virginia?

Delator Field Services publishes Routine starting rates from $125 to $255 depending on the county or independent city, with Urgent at 1.5 times, Rush at 2 times and Same Day Rush at 3 times Routine. Fairfax County starts at $125. Use the finder below, then send the papers for a written quote or read how Virginia process servers handle each locality.

01How the numbers are built

How DFS Sets a Starting Rate for Each Virginia Locality

Every row in the Virginia table belongs to one locality, and two inputs decide its Routine figure: how many people live there and how far its addresses sit from the nearest metro area. Dense localities with short drives between attempts, such as Arlington, Alexandria and Henrico, open at $125. Rural localities where a server may drive a long way between a defendant's home and workplace climb toward the top of the range. The same formula runs across every state on the multistate process serving rate map, so a Virginia figure can be compared with a neighboring state's.

Virginia needs more rows than most states because its 38 independent cities are separate from the counties around them. The City of Roanoke and Roanoke County both open at $170, yet Salem, which holds the county courthouse, is its own row at $200. Richmond (city) opens at $125 while Richmond County on the Northern Neck opens at $195, and Franklin city and Franklin County differ by ten dollars. We confirm which locality an address belongs to before quoting, as the Fairfax County process server page explains for addresses that may sit in the City of Fairfax.

Bedford is a useful example of why the locality matters. The former City of Bedford became a town inside Bedford County in 2013, so a Bedford address is priced on the Bedford County row at $180, and papers return to the county's courts on East Main Street. Process server rates in Virginia change only when DFS republishes the table, and the figure on your written quote is the one that applies to your serve. For the city's own page, see the Lynchburg process server page, which covers the courts closest to Bedford.

02Choosing a tier

Routine, Urgent, Rush and Same Day Rush in Virginia

Routine is the right tier when the return date or answer deadline leaves room for several attempts spread over different days and times. Urgent, at one and a half times Routine, moves the first attempt up and tightens the gaps between later ones. Rush doubles Routine and is built for papers with a hearing close at hand. Same Day Rush triples Routine and sends a server out the day the papers arrive, where the locality and the hour allow it. In Fairfax County those four tiers read $125, $188, $250 and $375.

No tier changes what Virginia law permits. Va. Code 8.01-289 generally bars service of civil process on Sunday, so a Same Day Rush request that arrives on a Saturday afternoon may carry into Monday, and we say so in writing before you approve the price. An unlawful detainer summons generally must be served at least 10 days before its return day under Va. Code 8.01-126, which often decides the tier a landlord chooses. The eviction papers service in Virginia page sets out that timeline, and the same-day and rush serves page explains how faster tiers are scheduled.

A faster tier buys earlier and more frequent attempts, not a different outcome. If a defendant is not home, the log records it the same way at every tier, and the private server's return under Va. Code 8.01-325 still goes back to the clerk generally within 72 hours of service. Counsel who are unsure which tier a deadline needs can send the papers and ask; we answer with the tier we would use and the price for it, in writing.

  • Routine: several attempts across days and times
  • Urgent: 1.5 times Routine, first attempt sooner
  • Rush: 2 times Routine, for near hearings
  • Same Day Rush: 3 times Routine, never on Sunday

03Metro starting rates

What Serving Papers Costs in Northern Virginia and the Richmond Region

Most of Northern Virginia opens at $125 Routine: Fairfax County, the City of Fairfax, Arlington, Alexandria, Loudoun, Prince William, Manassas (city), Fauquier, Stafford and Spotsylvania. Falls Church, Manassas Park and Fredericksburg open at $130, as does Culpeper County. The price stays low because addresses are close together, but the work is not always quick; controlled-access towers and gated subdivisions can take several visits. The Arlington County process server page and the Loudoun County process server page describe those access problems in more detail.

Around the capital, the City of Richmond, Henrico, Chesterfield and Hanover all open at $125 Routine. Petersburg opens at $130, Colonial Heights, Hopewell and Powhatan at $140, and Goochland and New Kent at $145. Henrico and Chesterfield addresses often carry Richmond mailing ZIP codes, so we confirm the locality before quoting rather than relying on the city name in the address. Our Henrico County process server page lists the courts on East Parham Road where Henrico returns are filed.

Fredericksburg sits in an unusual spot for federal filings: it belongs to the Eastern District's Richmond Division, while neighboring Stafford County belongs to the Alexandria Division. That does not change the price of a serve, but it matters to counsel deciding where a federal case belongs and where a return will be used. State papers from Stafford and Spotsylvania are filed with their own circuit and general district courts, and the Stafford County process server page covers the Judicial Center on Courthouse Road.

04Coastal starting rates

Hampton Roads, the Peninsula and the Eastern Shore

Every large Hampton Roads city opens at $125 Routine: Virginia Beach, Chesapeake, Norfolk, Portsmouth, Suffolk, Hampton and Newport News, along with James City and York counties. Williamsburg, Poquoson, Gloucester and Isle of Wight open at $130. Water crossings rather than mileage shape the day here, because the Hampton Roads Bridge-Tunnel, the Monitor-Merrimac Memorial Bridge-Tunnel and the Downtown Tunnel sit between many defendants and their courts. The Chesapeake process server page and the Hampton process server page explain how attempts are grouped around those crossings.

Farther from the core, the City of Franklin opens at $155 and Southampton County at $150. The two Eastern Shore counties cost more because the drive is longer: Northampton opens at $180 and Accomack at $185, reached from the Hampton Roads side by the Chesapeake Bay Bridge-Tunnel on U.S. 13. Those figures are starting rates for the serve itself; the written quote states the full price before a server sets out, so there are no surprises after the trip across the bay.

Suffolk is worth a note for budgeting. It is a large independent city with no county around it, and its population grew from about 94,000 in 2020 to about 105,000 in a 2025 estimate, the fastest of the cities on our roster. Newer subdivisions on the city's edges can be a long way from the courts on North Main Street, yet the published rate stays at $125. The Suffolk process server page covers the Mills E. Godwin, Jr. Courts Building.

05Mountain and valley starting rates

Shenandoah Valley, Roanoke and Southwest Virginia Rates

The I-81 corridor shows how distance raises a starting rate. Frederick County opens at $130, Winchester at $150 and Rockingham County at $150, while Harrisonburg opens at $165, Augusta County at $175, and Staunton and Waynesboro at $195. Montgomery County opens at $165 and Radford at $225. Farther south the figures rise again: Washington County at $200, Wise at $205, Scott at $220, Tazewell at $230 and Bristol (city) at $235. The Harrisonburg process server page covers the shared Court Square courts for the city and Rockingham County.

The highest Virginia figures belong to the Alleghany Highlands and the coalfield counties. Highland County opens at $255, Bath County and the City of Covington at $250, and Alleghany, Buchanan and Dickenson at $240. The City of Norton opens at $250 even though Wise County, which surrounds it, opens at $205, because Norton is a separate locality with its own row. Those are starting rates; a remote address may need a longer drive than the table assumes, and we say so in the written quote before you approve it.

Southside and the central Piedmont sit in the middle of the range. Danville and Pittsylvania County open at $150, Henry County at $150 and Martinsville at $185. Charlottesville opens at $165 and Albemarle at $150, even though Albemarle's courthouse is inside the city on Park Street. Lynchburg opens at $180, Bedford at $180, Campbell at $185 and Amherst at $200. The Blacksburg process server page explains why Montgomery County returns go to Christiansburg rather than Blacksburg.

06What the rate covers

Sheriff Fees, Clerk Costs and Witness Mileage Are Separate

A DFS starting rate covers the serve: the attempts, the log and the private server's return. It does not include the clerk's filing costs or fees paid to public offices. Va. Code 17.1-272 sets the sheriff's fee for civil process at $12 per person served, which is why some filers use the sheriff for routine papers and a private server when timing, flexibility or a detailed attempt record matters. Either way, the filer decides, and our process serving for attorneys page explains how firms usually divide that work.

Some service routes carry their own statutory fees. When a Virginia corporation or LLC has no registered agent who can be found with reasonable diligence, the Clerk of the State Corporation Commission becomes its agent, and Va. Code 12.1-19.1 sets a $30 fee per defendant for service through the Clerk's office. Service on the Secretary of the Commonwealth as statutory agent under Va. Code 8.01-329 carries a separate per-defendant statutory fee. Those filings are handled through the offices in Richmond, not by a field server, and the registered agent service in Virginia page sets out when they apply.

Witness subpoenas raise one more cost. Under Va. Code 17.1-612, witnesses are reimbursed for mileage at the state rate plus tolls, and the party calling an expert witness pays the expert. Those amounts belong to the case, not to the serve, and counsel should budget for them separately. The subpoena service in Virginia page covers how subpoenas are issued and delivered.

07Planning a whole case

Budgeting a Virginia Case With Defendants in Several Localities

A case with defendants in more than one locality is priced line by line. A contract dispute filed in the Circuit Court of the City of Richmond might need a defendant served in Henrico at $125, a second in Albemarle at $150 and a third in Wise County at $205. Each line uses the Routine rate for the locality where service will happen, not the locality where the case was filed, and the written quote lists them together so counsel can approve one figure.

Time limits shape a budget as much as rates do. Va. Code 8.01-275.1 treats service within 12 months of filing as generally timely, and Rule 3:5(e) bars judgment against a defendant served more than a year after filing unless the court finds due diligence. After service, Rule 3:8(a) generally gives a circuit court defendant 21 days to file a response. Counsel who need every defendant served before a scheduling order can choose Urgent or Rush for the far addresses and Routine for the near ones. The guide to serving legal papers in Virginia covers the sequence.

Defendants outside Virginia are priced from the state where they are found. Va. Code 8.01-320 generally allows a nonresident to be served out of state by any adult who is not a party or interested in the case, and Delator Field Services coordinates service in several other states under the same written quote. The service of out-of-state papers page explains the reverse case, papers from another state's court that need a Virginia serve.

FAQ

Frequently asked questions

How much does it cost to serve papers in Fairfax County, Virginia?

Fairfax County starts at $125 Routine, $188 Urgent, $250 Rush and $375 Same Day Rush. The City of Fairfax carries the same figures but is a separate locality, so we confirm which one an address belongs to before quoting. Those are published starting rates, and the final price is confirmed in writing before the first attempt. See the Fairfax County service details.

Why are independent cities listed separately from counties?

Virginia's 38 independent cities are not part of any county. Each has its own courts, its own clerk and its own row in our table. Richmond (city) opens at $125, while Richmond County on the Northern Neck opens at $195. Norton opens at $250 while the surrounding Wise County opens at $205. We price by the locality where the person is actually served.

What is the highest starting rate in Virginia?

Highland County, in the Alleghany Highlands, has the highest published Routine rate at $255, with Urgent at $383, Rush at $510 and Same Day Rush at $765. Bath County, the City of Covington and the City of Norton follow at $250. Remote localities may also need a longer drive than the table assumes, and any difference appears in the written quote before you approve it.

Can I get Same Day Rush on a Sunday in Virginia?

No. Va. Code 8.01-289 generally bars service of civil process on Sunday, with narrow exceptions. A Same Day Rush request that arrives late on Saturday may carry into Monday, and we say so in writing before you approve the tier. Weekday mornings, evenings and Saturdays remain available for attempts. Read more about rush and same-day timing in Virginia.

Does the rate include the sheriff's fee or the clerk's costs?

No. The DFS rate covers the serve, the attempt log and the private server's return. Clerk filing costs, the $12 sheriff's fee for civil process under Va. Code 17.1-272, the $30 State Corporation Commission Clerk fee and witness mileage are separate case costs. We do not collect or pay those for you unless the written quote says otherwise.

How are cases with several defendants priced?

Each defendant is priced at the Routine rate for the locality where service will happen, plus the tier multiple you choose. A case might combine a $125 Henrico line with a $205 Wise County line. The written quote lists every line and the total so you can approve one figure. Our notes for Virginia law firms describe how firms usually batch those serves.

Is a Bedford address priced as a city?

No. The former City of Bedford became a town in Bedford County on July 1, 2013, so a Bedford address uses the Bedford County row at $180 Routine. There is no separate Bedford city rate, and papers are returned to the county's circuit or general district court on East Main Street. The Bedford County service page covers those courts.

Do faster tiers guarantee service?

No. Urgent, Rush and Same Day Rush buy an earlier first attempt and closer spacing between later ones. They cannot make a defendant come to the door. Every attempt is logged the same way at every tier, and if personal service fails, counsel can consider substituted or posted service under Va. Code 8.01-296. The posted service guide for Virginia explains that sequence.

How do Virginia rates compare with other states?

Virginia's published Routine rates run from $125 to $255, a range similar to Kentucky's. The multistate map shows each state's figures side by side using the same population and distance method and the same 1.5, 2 and 3 times multiples. Open the state-by-state rate comparison to see Kentucky, Georgia, South Carolina and the other states DFS serves.

When is the final price set?

Before the first attempt. After you upload the papers, we confirm the locality, the tier and the final price in writing. The server is not dispatched until you approve that figure. If something changes, such as a new address in a different locality, we send a revised written quote before doing more work, so the price never moves without your approval.
