How to Vet a Private Investigator in Idaho When the State Issues No PI License
Idaho has no statewide private investigator license, so there is no state registry to search. A few cities, including Chubbuck and Coeur d'Alene, regulate investigators locally. Everywhere else, the checking is up to you: insurance, a written scope and price, a redacted sample report, a reference, and a clear answer on Idaho criminal law.

Quick answer
How do I check out a private investigator in Idaho?
Because Idaho issues no state PI license, you check the firm rather than a registry. Ask for a liability insurance certificate, a written scope and price, a redacted sample report and an attorney reference. If the work is inside Chubbuck or Coeur d'Alene, ask about city licensing too. Our summary of what Idaho investigators may legally do supplies the follow-up questions.
01The licensing picture
Idaho Never Created a Statewide Investigator License
In many states you can confirm an investigator in a minute on a licensing board website. Idaho has no such board. In 1998 a bill titled the Idaho Private Investigators Regulation Act, House Bill 770, proposed state licensure and a governing board; the legislative record shows it was introduced on February 25, 1998 and referred to committee, with no further action. Nothing comparable has passed since, as far as the official record shows. Our Idaho investigations overview explains how Delator Group operates within that structure.
The consequence is simple. Anyone can open an investigation business in Boise, Idaho Falls or Sandpoint without passing a state exam or carrying state-mandated insurance. Some of those people bring decades of law enforcement and courtroom experience. Others bring a camera and enthusiasm. The state does not sort them for you, so you need to vet a private investigator in Idaho yourself or ask your lawyer to do it with you.
Delator Group is a licensed Tennessee private investigation firm with its headquarters in Nashville and no office in Idaho. We assign investigators to Idaho matters and hold that work to the Tennessee licensing standard, including background screening and written reporting. Our company background and leadership page describes that structure, and you are welcome to test it against every question below.
- No state PI license or licensing board
- 1998 licensing bill stalled in committee
- City rules may still apply in some places
02Local regulation
Some Idaho Cities Regulate Investigators on Their Own
No state license does not mean no license anywhere. Chubbuck's city code includes a chapter titled Security Officers and Private Investigators, and section 5.24.045 requires applicants for a private investigator or investigator agency license to submit fingerprints for Idaho State Police and FBI criminal history checks. We have not reviewed the full chapter, so fees, bond terms and penalties should be confirmed with the city. Chubbuck matters often overlap with investigations in neighboring Pocatello.
Coeur d'Alene issues a Security Agency and Agent license whose application form states that every detective or agent must carry an individual license card. The form we reviewed lists a criminal background check, United States citizenship, a minimum age over 21 and annual fees. Whether that license reaches an out-of-state firm sending an investigator into the city is something we could not confirm, which is exactly the kind of question to put to the clerk. Panhandle clients can start with our Coeur d'Alene investigator page.
A secondary source reports that Pocatello expects a $10,000 bond from investigation and security businesses; we have not seen the city code itself. Boise's code licenses private patrol, security services and alarm installers but, in the section we read, says nothing about private investigators. Treat all of this as a starting point. Ask any candidate which local rules apply to the address where the work will happen, then confirm the answer yourself. Delator does not claim any Idaho city license.
- Chubbuck: city PI license with fingerprinting
- Coeur d'Alene: security agency and agent license
- Pocatello: bond reported, confirm with the city
- Boise: no PI license found in city code
03The law still applies
Idaho Criminal Statutes Set the Real Boundaries
Without a licensing act, the Idaho Code itself is the rulebook. Under Idaho Code § 18-6702, intercepting a conversation is generally a felony carrying up to five years and a $5,000 fine, unless one participant consents. Stalking in the second degree under § 18-7906 lists maintaining surveillance, including by electronic means, as a form of nonconsensual contact. Our Idaho recording law guide breaks the eavesdropping statute down for clients and investigators alike.
Trespass is the other common trap. Section 18-7008 treats posted land, including unfenced ground marked with orange or fluorescent paint at corners and access points, as property you have reason to know you may not enter. Video voyeurism, now § 18-6605 after a 2022 renumbering, reaches cameras placed where people expect privacy. Section 18-3126 covers obtaining another person's identifying information without authorization for certain purposes. An investigator should be able to explain each of these in plain words. If your matter involves stalking or harassment investigations, that fluency is not optional.
These statutes matter to you as the client, not only to the investigator. Evidence gathered by crossing a line can be excluded, and a client who directed the conduct may face hard questions of their own. Ask how the candidate would collect evidence in your specific situation, then compare the answer with our overview of investigator limits in Idaho. Workplace matters raise the same issues, which is why our employee surveillance work in Idaho starts with a written plan.
04Paperwork first
Insurance, Business Registration and Proof You Can Verify
Documents are the fastest filter because they can be checked. Ask for a current certificate of general liability insurance showing the carrier, policy number and coverage period, and call the carrier if anything looks altered. Ask how the business is organized and registered, and whether a local business license applies where the work will happen. A firm handling corporate investigations in Idaho should also explain how it stores client data and who inside the firm can see it.
Next, ask who will actually do the field work. A polished sales call means little if the person in the car outside a Meridian subdivision is a stranger the firm met last week. Ask about that person's background, training and testimony experience, and whether the firm screens its own people. Delator investigators come from a structure led by people with military and federal law enforcement backgrounds, and we will describe who is assigned to your matter before work starts.
Finally, ask for references and use them. One call to an attorney who has relied on the investigator tells you more than any website. Ask how deadlines were handled, whether the budget held, and how the report stood up. If you want a neutral second look at another firm's proposal, our investigative consulting service reviews plans and invoices without taking over the case.
- Liability insurance certificate
- Business registration and any local license
- Name and background of the field investigator
- An attorney or client reference

Put the Scope, Rate and Travel in Writing Before Work Starts
Open-ended retainers drain budgets. A sound agreement names the objective, the hours authorized, the rate, any case minimum, mileage and travel, and the form of the final report. Delator Group bills investigative work in Idaho at $100 per hour, the same rate as Tennessee, and the Idaho service pricing page lists case minimums such as $1,000 for civil litigation support and $1,000 for an asset investigation in Idaho.
Travel deserves its own line because Idaho is long. Boise to Coeur d'Alene runs roughly 380 to 390 miles, most of it on US 95, the only road connecting the Panhandle with the rest of the state, and winter weather at White Bird Hill or the I-90 passes can stretch the trip. Boise to Idaho Falls is about 280 miles. Ask each candidate whether the drive is inside the estimate or added later, and where their investigator will start from.
Ask what happens when authorized hours run out. A disciplined firm stops, reports and asks before continuing, rather than billing you afterward. Clarify the time zone for appointments as well, since North Idaho and the Lewiston area keep Pacific Time while the south runs on Mountain Time. Our guide to Idaho investigator costs explains the line items that tend to surprise clients, and a Lewiston investigator page covers the north-central region.

Ask for a Report Written for Idaho Courtrooms
The report is what you are buying, so ask for a redacted sample from a similar matter. It should read like evidence: dates, times, locations, who saw what, and photographs tied to the log. Idaho's district courts are organized into seven judicial districts covering all 44 counties and hear felonies and larger civil cases. The magistrate division handles divorce, custody, evictions, small claims and civil actions up to $10,000. Counsel who rely on litigation support for Idaho attorneys need reports that work in both.
Federal cases go to the U.S. District Court for the District of Idaho, with clerk's offices in Boise, Coeur d'Alene and Pocatello. Ask whether the investigator has testified, how photographs and video keep a clean chain of custody, and whether they will help prepare for a deposition. A firm offering surveillance investigations in Idaho should be able to show how a field log turns into an exhibit, and should welcome a hard question about cross-examination.
Records work deserves a question too. Under Idaho's Public Records Act, agencies answer residents within three working days but have 21 days, extendable to 35, for nonresidents. An out-of-state firm that promises overnight records from a county office either has a lawful workaround or has not read the statute. Ask which it is, and ask how long a background check on an Idaho tenant applicant or similar records request will really take.
07When to walk away
Answers That Should End the Interview
Some offers disqualify a candidate immediately. Walk away from anyone who proposes hiding a GPS tracker on a car you do not own, reading a partner's phone, logging into an email or social media account, or calling a bank while pretending to be someone else. Covert electronic tracking can amount to stalking under § 18-7906, and intercepting messages can trigger § 18-6702. A lawful infidelity investigation in Idaho needs none of these shortcuts.
Commercial warning signs matter just as much. Be wary of guaranteed outcomes, pressure to pay cash, reluctance to sign a written scope, and any claim to hold an Idaho state PI license, since the state does not issue one. Be equally careful with anyone who dismisses city licensing questions or who wants to talk about the other party's private data more than your goals. If your own information has been exposed, our personal information removal service can reduce what is publicly available.
Reservation land is a final test. Idaho has five federally recognized tribes, and conduct on reservation land may be governed by tribal law and tribal court rules. A careful investigator will not guess at jurisdiction; they will say the approach must be confirmed with counsel, and sometimes with the tribal court, before any field work. That answer is a sign of competence, not hesitation.
- Offers trackers, phone access or account logins
- Promises a guaranteed result

How it works
A Four-Step Routine for Choosing an Investigator
- 01
Gather the paperwork
Request an insurance certificate, a redacted sample report, the standard agreement and any city license that applies, and notice how quickly and completely each firm responds.
- 02
Interview the field investigator
Speak with the person who will actually do the work about their background, their plan for your matter and how they will stay within the Idaho Code.
- 03
Call a reference
Ask an attorney or past client about deadlines, budget discipline, report quality and how the investigator actually performed when courtroom testimony or a deposition was required.
- 04
Compare written proposals
Line up hours, rate, minimums, travel and deliverables from each written proposal, and choose on clarity and method rather than on whichever bottom-line total looks smallest.

FAQ
Frequently asked questions
Does Idaho license private investigators?
Not at the state level. Idaho has no statewide private investigator license and no licensing board, and a 1998 bill that would have created one stalled in committee. Some cities regulate locally, though. Chubbuck has a city license for investigators that requires fingerprinting, and Coeur d'Alene issues security agency and agent licenses covering detectives. Confirm current local requirements with the city where the work will happen.
Is Delator Group licensed?
Delator Group is a licensed Tennessee private investigation firm headquartered in Nashville. Idaho issues no state investigator license, and we do not claim any Idaho city license. We hold our Idaho work to the Tennessee licensing standard, including screening, supervision and written reporting, and we confirm local requirements before field work inside city limits. We have no Idaho office; we assign investigators to the county where your matter sits.
What insurance should an Idaho investigator carry?
At a minimum, ask for a current certificate of general liability insurance listing the carrier and policy period, and call the carrier if anything looks wrong. Businesses and insurers often want professional liability coverage as well. A firm that cannot produce proof of coverage within a day is not ready for insurance claim investigations in Idaho or any other field assignment.
Can an Idaho investigator record conversations?
Generally, Idaho is a one-party consent state: under Idaho Code § 18-6702, a conversation may be recorded when one participant consents. Recording a conversation among other people without any participant's consent can be a felony. Calls that cross into Washington or another all-party state raise different questions. A careful investigator explains these limits up front, and your attorney should confirm how they apply to your facts.
Should I hire a PI who offers to put a GPS tracker on a car?
Be very cautious. Idaho has no statute aimed specifically at trackers, but second-degree stalking under § 18-7906 includes maintaining surveillance by electronic means, and the evidence may be attacked in court. Delator Group does not place trackers on vehicles the client has no right to. Lawful vehicle and subject surveillance from public places is the safer route, and it produces evidence you can use.
How much does an Idaho private investigator cost?
Rates vary, so compare written proposals rather than phone estimates. Delator Group bills investigative work in Idaho at $100 per hour, with case-based minimums such as $750 and up for misdemeanor defense and $1,000 for civil litigation support. Remote work, such as a basic background check, starts at $102. Every price is confirmed in writing before work begins, including travel.
What should a sample investigation report include?
A useful report lists dates, times and locations, identifies who made each observation, ties every photograph and video clip to the written log, and keeps opinion out of factual sections. It should be organized so an attorney can use it as an exhibit or prepare a witness from it. If a candidate cannot show a redacted example, consider an independent case review before you sign.
How do investigators handle matters on reservation land in Idaho?
Idaho is home to five federally recognized tribes: the Coeur d'Alene, Kootenai, Nez Perce, Shoshone-Bannock and Shoshone-Paiute. Conduct on reservation land may be governed by tribal law and tribal court rules, and jurisdiction depends on the people, the land status and the type of matter. A responsible investigator does not guess. Delator confirms the approach with counsel, and with the tribal court where needed, before acting.
Can an investigator support my lawyer in a criminal case?
Yes. Defense investigators locate and interview witnesses, document scenes, review discovery and write reports for counsel. Because the attorney directs the work, it can support privilege arguments. Since October 2024, trial-level public defense in Idaho has been run by the State Public Defender. Delator's Idaho criminal defense investigations start at $750 for misdemeanors and $1,000 for a single felony, scoped in writing.
What should I ask in the first phone call?
Ask who will do the work and what their background is, how they will gather evidence lawfully, whether any city license applies where the work will happen, what the written scope and price will be, how often you will hear from them and what the final report looks like. Then ask for a reference. You can also send us your questions in advance and judge our answers.
