How do I hire a process server in Newport, Kentucky?

Send the filed papers with the Newport address and unit number. Routine Campbell County service has a published starting rate of $125, and the Kentucky county rate finder lists nearby counties.

01Local service landscape

Serving Papers in Newport and the River Cities

Newport stands where the Licking River empties into the Ohio, directly across from Cincinnati, and counted 14,150 residents in 2020. It is also where Campbell County's courts sit, in the courthouse and judicial center at 330 York Street, so many Newport serves begin and end within a few blocks. Bridges tie the city to Covington across the Licking and to Cincinnati across the Ohio. Defendants on the far side of the Licking go to our Covington process serving team.

The housing is dense and old. Brick rowhouses, converted multi-unit homes and upper-floor apartments over storefronts mean one street number can cover several households with separate doors, and mailboxes do not always match units. We confirm the unit before dispatch, and our Kentucky legal papers walkthrough explains why. Bellevue and Dayton lie upriver to the east, and residents who moved up the hill fall to our Fort Thomas service page.

02Attorneys and law firms

Newport Service for Courthouse Lawyers and Cincinnati Firms

With the Campbell County courthouse in town, Newport has a concentration of local practices handling family, criminal, landlord and injury work, and Cincinnati firms send a steady flow of Kentucky defendants. A lawyer filing on York Street may want the papers served across the street the same week. We confirm how the clerk handed off the summons and the response date before quoting, and one coordinator keeps the file. The attorney intake page for Kentucky explains what to send.

Newport's riverfront entertainment district, its aquarium, which opened in 1999, and the restaurants and bars along Third Street produce business defendants with layered ownership. Kentucky's CR 4.04(5) permits service on an officer, a managing agent, the chief agent in the county where the action is brought, or an authorized agent. A shift manager at a venue usually does not qualify, so we pull the registered agent first. Our Kentucky entity service page lists what counsel should provide.

03Evasive and hard-to-serve

Buzzer Doors, Late Shifts and Tenants Who Move Often

Many Newport defendants work evenings and weekends in hospitality, and many live behind a shared front door with a buzzer panel. A server does not follow a resident through a locked entry. Instead, attempts are timed to when the defendant is likely to arrive or leave, and the log records the hour and what was seen. Because CR 4.04(2) has no household option, a neighbor or roommate cannot take the summons. Our Kentucky evasive defendant help page lays out the method.

Renters who move frequently between the river cities can be hard to pin down. A Kentucky summons can be issued for any county under CR 4.01(2), so a new address in Kenton or Boone County is not a dead end. If a defendant is concealing himself, CR 4.05 lets the clerk issue a warning order, and the clerk appoints the warning order attorney, never the plaintiff. Read the constructive service guide for Kentucky and the Kentucky guide for when papers are avoided.

04Family law, evictions and subpoenas

Family Papers, URLTA Notices, Small Claims and Witnesses in Newport

Campbell Family Court, in the same York Street building, handles Newport dissolution, custody and support cases. A cooperative respondent can sign a waiver of service and entry of appearance; otherwise the petition is delivered in person or mailed by the clerk. When minor children are involved, KRS 403.044 generally delays most testimony for 60 days after service, so the service date affects the schedule. The Newport divorce papers service page covers what we handle.

Newport appears on a 2015 list of cities that adopted Kentucky's URLTA. Under KRS 383.660, a landlord in a URLTA area may terminate if rent stays unpaid 7 days after written notice, and other material noncompliance generally calls for at least 14 days' notice. We can deliver and document those written notices where the lease allows. The forcible detainer notice itself is directed to the sheriff or a constable, as our Kentucky forcible detainer guide explains. Small claims up to $2,500 usually go by clerk mail or sheriff, and adults over 18 may serve subpoenas.

  • Campbell Family Court petitions and motions
  • 7-day and 14-day URLTA written notices
  • Separate suits for rent or damage
  • Subpoenas for York Street hearings

05Documentation

Newport Returns Written for a Courthouse a Few Blocks Away

Our Newport returns record the person served, the street address and unit, the date and time, and how identity was confirmed. When the clerk transfers the summons to an authorized person, CR 4.01(1)(b) makes that person's endorsed return the proof, and CR 4.03 asks for prompt filing within the response period. With the clerk on York Street, a completed return can reach the file quickly. Tight timelines use our Newport same-day service.

Contested service in a multi-unit building usually turns on which door the server knocked and who answered. The attempt record answers both questions with dates and times, including attempts that failed. The serve itself may be performed by a vetted contract server, since Newport is outside Tennessee, and that server follows Delator's written documentation standard. Proof options for witnesses, including the certified statement filed with the issuing court, are on our Kentucky subpoena delivery page.

06Kentucky rules

The Kentucky Rules Behind a Newport Serve

Kentucky leaves the first move to the clerk. Under CR 4.01, as of 2026, the clerk issues the summons and, as the plaintiff directs, mails it by certified mail, transfers it to an authorized person who is not a mail carrier, or returns it to the plaintiff to arrange delivery. KRS 454.140 points process to the sheriff, and KRS 454.145 lets a court appoint a specific person for good cause. No statewide license exists for private servers. Our Kentucky guide to authorized servers has the details.

The 20-day answer period in CR 12.01 runs from service, and the summons must say so. Civil process can be served on Sundays and holidays under KRS 454.135. Nonresident businesses that are not registered in Kentucky may sometimes be served through the Secretary of State under KRS 454.210, though registered foreign entities are served through their agent. This is a general outline rather than legal advice. Our small claims delivery in Kentucky page and our papers for out-of-state courts page add more.

07Newport angle

A County Seat Twice Over and a Riverfront That Never Sleeps

Newport was established as a town in 1795 and became a city in 1834. Campbell County has two county seats, and a 2010 Kentucky Court of Appeals ruling restored Newport's equal status with Alexandria after a lower court had said otherwise. For service, what matters is that the county's courts and clerk work from York Street. Cases that also name defendants in rural southern Campbell County are coordinated through our Campbell County service of process page.

The riverfront brings crowds on game days, concerts and holidays, and that changes parking, traffic and when residents are home. A server working the East Row or Monmouth Street plans around those calendars and around bridge traffic into Cincinnati. Defendants who commute toward the airport may be reached at home through our Florence, Kentucky process servers, and the Kentucky process serving hub shows coverage across the state.

FAQ

Frequently Asked Questions

How much does a process server in Newport cost?

Campbell County, including Newport, has a published Routine starting rate of $125. The Campbell County Urgent tier is $188, Rush $250 and Same Day $375. A specific job's price turns on the unit, the deadline and the documents, and we confirm it in writing before an attempt. The Northern Kentucky rate map lists the neighboring counties.

Is the Campbell County courthouse in Newport or Alexandria?

The Campbell County court page lists the courthouse and judicial center at 330 York St., Newport, for Circuit, District and Family Court and the Circuit Court Clerk, and it lists no Alexandria court location. Campbell County has two county seats, and a 2010 Court of Appeals decision confirmed Newport's equal status. Returns for Newport serves are filed on York Street.

Can a roommate in a Newport apartment accept papers?

No, not for a summons. Kentucky's CR 4.04(2) requires delivery to the defendant, an offer if the defendant refuses, or delivery to an agent authorized by appointment or law. A roommate, neighbor or building manager does not qualify by living or working there. Eviction notices are a separate statute handled by officers. For a summons, we return at different hours and log each visit.

Do Newport landlords need a sheriff for eviction papers?

For the forcible detainer notice, yes. KRS 383.210 directs it to the sheriff or a constable, and the AOC-215 form is addressed to them; set-outs under a warrant of restitution are theirs too. Before filing, we can deliver and document a landlord's written URLTA notice where the lease allows. Our Newport landlord notice delivery page explains what we handle.

How long does a Newport defendant have to respond?

In most civil cases, 20 days after the summons is served, under CR 12.01, and that deadline is printed on the summons. Proof of service belongs in the file promptly and within those 20 days under CR 4.03. Warning order defendants are deemed summoned on the 30th day after the order is entered. Counsel should work from the date on our return.

Can you serve a business on the Newport riverfront?

Yes, through someone who can accept for it. A corporation can be served on an officer, a managing agent, the chief agent in the county where the case is filed, or its registered agent. A host or bartender usually cannot accept. We check the entity's records first, and the registered agent and officer service page lists what to send.

Do you serve Cincinnati or other Ohio court papers in Newport?

Yes. Share the papers and the rule your Ohio court uses for service outside Ohio, and we tailor the Newport delivery and sworn proof to that rule. Kentucky has no statute governing service of a foreign summons here, so the issuing court controls. The Kentucky service for out-of-state cases page covers what to include.

Who can serve papers in Campbell County?

Kentucky's rules let the clerk mail the summons, transfer it to a person authorized to deliver it, or return it to the plaintiff to arrange service. The sheriff receives process by statute, and a court can appoint someone for a particular paper. No Kentucky license exists for private servers of process. We confirm how the York Street clerk handled your summons before we accept it.

Can Newport papers be served on a Sunday or holiday?

Yes. Under KRS 454.135, defendants have no privilege of exemption from civil service on Sundays or holidays, with narrow exceptions like attending court as a witness. For defendants who work weekday nights on the riverfront, a Sunday afternoon is often the most practical window. We agree the days with counsel, and Kentucky rush scheduling is available.

Does Delator Field Services have a Newport office?

No. Delator Field Services operates as the process serving division of Delator Group, a Tennessee firm headquartered in Nashville, and has no Kentucky office. Newport serves are managed from Nashville through servers suited to the Campbell County courts, with a written price before any attempt and one coordinator on each file.
