Quick answer
How do I hire a process server in Covington?
Send the filed papers and the Kenton County address. We confirm how the clerk issued the summons and whether private delivery is accepted, then quote the tier and price in writing. Routine service has a published starting rate of $125. Every Kenton County return goes to the Justice Center in Covington, and the Kenton County service page lists the cities we cover.
01Local service landscape
Dense River Neighborhoods at the Edge of a Two-State Metro
Covington counted about 41,000 residents in 2020 and sits where the Licking River meets the Ohio, directly across from downtown Cincinnati. Kenton County holds 19 incorporated cities, from Ludlow and Bromley on the river to Independence and Walton in the south, and every one of them files civil cases in Covington. Our Kenton County process server page maps them, and the Erlanger service page covers the I-275 side of the county.
I-71 and I-75 run together through Covington and cross into Ohio, and the John A. Roebling Suspension Bridge still carries traffic between the two downtowns. Older Covington neighborhoods mean row houses, divided buildings and limited parking, so a server often works a block on foot. Northern Kentucky runs on Eastern Time, and we schedule attempts in local hours. The Kentucky process serving rate map shows that Kenton, Boone and Campbell share the same starting rate.
- Nineteen Kenton County cities, one courthouse
- I-71 and I-75 into Cincinnati
- Row houses and divided buildings
- Eastern Time attempts
02Attorneys and law firms
Supporting Northern Kentucky Counsel and Cincinnati Firms
The Eastern District of Kentucky keeps a clerk's office on West Fifth Street in Covington, so federal cases from Kenton, Boone, Campbell and six other northern counties are filed a few blocks from the state courts. Northern Kentucky firms and many Cincinnati firms admitted in Kentucky send us collection suits, injury claims, commercial complaints and subpoenas. Our Kentucky law firm service program keeps the quote, notes and return with one contact.
Before we schedule, we read the papers. A Kenton Circuit Court summons follows CR 4, a federal summons from the Covington division follows Federal Rule 4 and the joint local rules, and an Ohio subpoena for a Kentucky witness must be reissued by the Kenton circuit clerk under KRS 421.360. If the defendant has moved across the Licking River to Newport, we point that out before the first visit, and Newport process service takes it from there. Firms in Ohio can also review how Kentucky handles foreign subpoenas.
03Evasive and hard-to-serve
Buzzers, Shared Entrances and Defendants Who Work in Ohio
Many Covington addresses are older homes split into apartments, with a single front door, a row of buzzers and mailboxes that do not match the tenants. We confirm unit numbers before the visit and never treat a neighbor's word as proof that the defendant lives there. In MainStrasse and downtown, parking and foot traffic shape the timing. Our page on Kentucky defendants who avoid the door describes how we plan these attempts.
Plenty of Kenton County residents commute into Cincinnati, which means they leave early and return late. We shift visits to early mornings, evenings and weekends, and KRS 454.135 does not exempt anyone from service on a Sunday. If the defendant has moved to Ohio altogether, the out-of-state rule covered below applies. When every attempt fails, the guide for evasive defendants in Kentucky explains what counsel may weigh next, and rush service across Kentucky handles short deadlines.
04Family law, landlords and subpoenas
Kenton Family Court, Landlord Notices, Small Claims and Subpoenas
Kenton County dissolution and custody cases are filed at the Justice Center, where the Family Court division sits. Respondents may sign a waiver of service and entry of appearance or be served under the regular Civil Rules by personal delivery, certified mail or, in narrow cases, warning order. We handle personal delivery quietly and avoid scenes at a workplace if a home visit will do. The Kentucky divorce papers page compares the options.
Covington appears on a 2015 list of cities that adopted URLTA, which sets a 7-day written notice for unpaid rent under KRS 383.660; the list is dated, so confirm the current status with counsel. The forcible detainer notice is served by the sheriff or a constable under KRS 383.210, and we never serve it. Small claims up to $2,500 usually travel by certified mail or the sheriff, as the Kentucky small claims service page notes, and witnesses are served through Kentucky subpoena service.
- Kenton Family Court papers
- URLTA pre-suit notices, status to be confirmed
- Small claims only where the court allows
- Witness subpoenas under CR 45.03
05Documentation
How We Document a Covington Serve
Proof of service must be filed promptly, and no later than the defendant's response deadline, under CR 4.03. For a Kenton summons the clerk transferred for private delivery, the proof is the server's endorsed return; a court appointee under KRS 454.145 verifies the return by affidavit. Our Covington returns give the date, time, full address including unit and the manner of delivery. The Kentucky legal papers service guide explains each step.
Every return rests on a log of all attempts, successful or not, with the time, the entrance used and the person who answered. If a defendant later disputes service, that record is what counsel relies on. Outside Tennessee, the server on a Kentucky job may be a vetted contractor working for Delator, held to the same written documentation standard as any DFS serve. The DFS Kentucky statewide page explains the arrangement.
06Kentucky rules
Who May Serve a Kenton County Summons
Kentucky leaves the first choice to the plaintiff and the clerk. Under CR 4.01, the Kenton clerk issues the summons and, as directed, sends it by certified mail, transfers it to an authorized person other than a mail carrier, or returns it to the filing party to arrange delivery. KRS 454.140 directs process to the sheriff by default, and KRS 454.145 allows a court appointment for good cause. The guide to who can serve Kentucky papers notes that no license exists for private servers.
We confirm with counsel and the Kenton clerk how the summons will issue and whether private delivery is accepted before taking the job, and we route papers to the sheriff where only an officer may serve. CR 4.04(2) requires delivery to the defendant personally, an offer on refusal or delivery to an authorized agent. The defendant then generally has 20 days to answer. These summaries are not legal advice; you can learn about Delator Group, a Tennessee firm based in Nashville.
07Covington angle
Two County Seats, One Courthouse, and the River Between States
Kenton County is unusual: its own history page says the county has two seats, Independence and Covington, an arrangement that continues today. That sometimes leads out-of-town filers to send papers or returns to Independence. The courts and the circuit clerk are at 230 Madison Avenue in Covington, and no clerk's office is listed in Independence, so every Kenton return goes to Covington. A process server in Covington should catch that before a return is misdirected, and we do. See also service in Independence.
The river creates the other recurring question. When a Kentucky case names someone living in Ohio, CR 4.04(8) allows the clerk's certified mail or personal delivery by any person over 18, proved by an affidavit giving the time and place and confirming the server personally knew the person served. That service, without an appearance, cannot support a personal judgment, so counsel weighs it carefully. Our Fort Thomas process server page covers Campbell County's river cities.

Process Servers Near Covington
Northern Kentucky cases cross county lines constantly. Defendants west of Covington near the airport, in Florence, Union or Walton, are handled through Boone County service, and those east of the Licking River in Newport, Bellevue, Fort Thomas or Alexandria go to our Campbell County process servers. Papers for southern Kenton County addresses run through the same Covington courthouse, and our Florence process server page explains why Boone filings go to Burlington instead. Each job carries the written quote, time-stamped attempts and signed return that Covington clients expect.
FAQ
Frequently Asked Questions
Where are Kenton County papers filed, Covington or Independence?
Covington. Kenton County has two county seats, but the courts and the circuit clerk are at the Kenton County Justice Center, 230 Madison Ave., Covington. No clerk's office is listed in Independence. Returns for every Kenton County serve, including those in Independence, Taylor Mill or Walton, go to the Covington clerk, and we prepare them that way.
How much does a process server in Covington cost?
Kenton County's published Routine starting rate is $125, which makes Urgent $188, Rush $250 and Same Day Rush $375. The final number depends on the address, the paper and the deadline, and we send it in writing before a server is assigned. Boone and Campbell counties share the same starting rate, so cross-county jobs are easy to quote.
Can papers be left with someone else at a Covington address?
Not a summons. CR 4.04(2) requires personal delivery to the defendant, an offer if they refuse, or delivery to an agent authorized by appointment or law. A roommate, building manager or neighbor does not qualify. Only an officer serving a forcible detainer notice may leave it with a family member over 16 at the premises. Our return names who received the papers.
Do you serve evictions in Covington?
No. Kentucky directs the forcible detainer warrant to the sheriff or any constable under KRS 383.210, and the current AOC-215 notice is addressed to them. The warrant of restitution after judgment goes to the same officers. We can deliver a landlord's pre-suit notice and serve papers in separate suits. The Kentucky eviction guide for landlords explains the steps.
Can you serve a Kentucky case on someone in Cincinnati?
Yes, under CR 4.04(8), which permits personal delivery outside Kentucky by any person over 18, proved by an affidavit stating the time and place and that the server personally knew the person served. That service without an appearance does not authorize a personal judgment. Our service of papers across state lines page describes how we document it.
How long does a Covington defendant have to answer?
Under CR 12.01, generally 20 days after service of the summons, and CR 4.02 requires the summons to state that period. The state's AOC-105 summons form starts that count on the day following delivery. A defendant brought in by warning order is deemed summoned 30 days after the order is entered and is warned to appear within 50 days. Counsel should confirm the exact date.
What if the Covington defendant cannot be found?
Each unsuccessful visit is reported to you and entered in a dated log. Where a defendant has left the county to avoid service, is concealing themselves or has an unknown residence, CR 4.05 lets the clerk issue a warning order on an affidavit and appoint a warning order attorney, who writes to the defendant and reports within 50 days. The Kentucky warning order guide covers it.
Can an Ohio court's papers be served in Covington?
Yes. Kentucky has no statute regulating how another state's summons is served here, so the Ohio court's own rule for out-of-state service governs. Send us the Ohio rule, and our delivery and affidavit are built to satisfy it. Ohio subpoenas for Kentucky witnesses are different: the Kenton circuit clerk reissues them under KRS 421.360, and they are then served under CR 45.03.
Do witnesses from other counties get mileage?
Under KRS 421.015, a witness who lives in a county other than the one they are subpoenaed to is allowed the same mileage as state employees under KRS 44.060. We did not find a per-day witness fee statute. A Campbell or Boone County witness called to Covington is a common example, and as our Kenton County service notes explain, the return records what was tendered.
Do you serve federal papers in Covington?
Yes. The Eastern District of Kentucky's Covington clerk's office is at 35 W. 5th St., and federal summonses follow Federal Rule 4 and the joint local rules. We serve federal papers across Kenton County and the surrounding division and return proof prepared for the federal file. Contact our team with the case number and the deadline to begin.
