Routine service has a published starting rate of $125, and the South Carolina county pricing map lists every county's figure.

01Local service landscape

Where Four Interstates Meet and Two Counties Share One City

Columbia sits mostly in Richland County, but part of the city extends into Lexington County, and Cayce, West Columbia and Irmo straddle or border the line. A defendant's ZIP code alone does not settle which sheriff, magistrate or clerk is involved, so we check the parcel's county before routing. Our Richland County countywide coverage lists the smaller towns such as Blythewood and Eastover, and Lexington County process serving picks up addresses west of the rivers.

Four interstates shape the routes. I-26 cuts northwest to southeast, I-20 crosses the north side toward Camden and Augusta, I-77 begins at I-26 in Cayce and runs past the west edge of Fort Jackson toward Charlotte, and I-126 feeds downtown. A server can cover a Five Points apartment, a Forest Acres house and a Blythewood office in one loop when the stops are sequenced around those roads. Clients sending a batch of Midlands papers often pair this page with service in Lexington.

  • Columbia spans Richland and Lexington counties
  • I-26, I-20, I-77 and I-126 converge here
  • Fort Jackson lies within the city
  • Returns go to the clerk that issued the papers

02Attorneys and law firms

Serving for Capital-City Litigators, Agencies' Opponents and Out-of-State Counsel

Columbia is where South Carolina's appellate courts sit and where many statewide law firms keep their main offices near the Richland County Judicial Center on Main Street. Those firms send us business disputes, insurance coverage suits, employment complaints and deposition subpoenas for witnesses who work in state government. Our service model for South Carolina attorneys gives each matter one contact, one written quote and one affidavit, and rush and same day options cover filings with little margin.

Federal practice adds volume. The Matthew J. Perry, Jr. Courthouse on Richland Street hears Columbia division cases and also those from the Aiken, Orangeburg and Rock Hill divisions, so papers filed here may need delivery well outside the city. Federal Rule 4 permits state-law methods, and we match the return to the federal file. Counsel in Georgia, North Carolina or farther away can read how we handle papers issued by other states' courts before sending a Columbia defendant's file.

03Evasive and hard-to-serve

Student Housing, Shift Workers and Defendants Who Will Not Answer

Columbia's apartment stock turns over quickly, and a lease signed last spring may already belong to someone else. Before the first visit we confirm the unit with whatever counsel can share, then plan attempts around the defendant's likely schedule rather than one set window. Hospital, warehouse and restaurant shifts all run late here. Our page on serving people who dodge the door describes how that schedule planning works in practice.

Refusal is not the end of the road. We move attempts to early mornings, evenings and weekends, and South Carolina allows Sunday service under S.C. Code 15-9-17 unless the person is going to, attending or leaving a religious service. Every visit goes into a dated log with what the server saw. If the defendant has left the state or is hiding to avoid service, the explainer on avoided service outlines the court-ordered alternatives counsel may consider.

04Family law, landlords and subpoenas

Family Court, Rental Disputes, Magistrate Claims and Witness Papers

Richland County family court shares the Judicial Center on Main Street with the circuit court, and its summonses and complaints are served under SCRCP 4 like other civil cases. Many spouses sign the Acceptance of Service form instead, which can save time and cost. When a personal handoff is needed, we make it without a scene and describe the recipient in the affidavit. Contempt rules to show cause are other process for the sheriff or a court-designated person, as the family court service page explains.

The Richland County Sheriff's Civil Process Division serves papers for all Richland County magistrates, and eviction rules to vacate move through law enforcement in the counties we checked. We serve a rule only where the court confirms it accepts private service, and we never post or carry out a writ of ejectment. We do deliver landlords' summonses in suits for unpaid rent or damage. Magistrate claims up to $7,500 can be handled as our small claims service page describes, and the witness subpoena page covers hearing papers.

How a Columbia Affidavit Holds Up When Service Is Questioned

South Carolina distinguishes between officer and private proof. A sheriff signs a certificate, while anyone else signs an affidavit that, under SCRCP 4(g), gives the date, time and place of service and the name and address of the person served, or a description when no name is offered. Our Columbia affidavits also state the manner of delivery and list prior attempts. The South Carolina how-to service guide shows how the proof moves through the case.

Challenges usually come down to detail. When a defendant claims the papers never arrived, a record showing the hour, the door, the recipient's description and the earlier visits gives the court something concrete to weigh. Outside Tennessee, Delator may assign vetted contract servers, each working to the same written standard. Counsel can request the full attempt notes at any time, and the rule allows a court to permit amendment of proof under 4(i). Our multistate pricing map shows how Richland compares with other states' counties.

06South Carolina rules

South Carolina's Service Rules as They Apply in Columbia

SCRCP 4(c) lets the sheriff, a deputy or any non-party adult of at least 18 who is not counsel in the case serve a summons, while orders, writs and rules generally require the sheriff, another officer or a person the court designates. We confirm the court's requirement before accepting anything other than a summons or subpoena. South Carolina has no statewide license for private process servers, and the summary of who may serve process explains the distinction.

The methods are set out in Rule 4(d): personal delivery, delivery at the dwelling to a resident of suitable age and discretion, delivery to an authorized agent, restricted-delivery certified mail and a qualifying commercial delivery service. Mail and courier service support a default only if the defendant signed. If the statute of limitations has run when the case is filed, actual service generally must happen within 120 days under Rule 3(a). 07Columbia angle

Serving the State, Its Agencies and Local Governments From the Capital

Columbia is where most suits against the State begin. Under SCRCP 4(d)(4), the State of South Carolina is served through the Attorney General or a statutorily designated official, with a copy mailed to the Attorney General, and state officers and agencies are served directly with a mailed copy to the Attorney General under 4(d)(5). Counties and cities are served through their chief executive officer or clerk under 4(d)(6). A process server in Columbia should read those requirements before heading to any agency lobby, and we do, whether the office is downtown or in the Richland County suburbs.

Fort Jackson presents another capital-area question. The Army's largest initial entry training center became part of the city in 1968, but service on the installation depends on that base's access rules, and default judgments against servicemembers raise Servicemembers Civil Relief Act questions for counsel. We plan home or off-post attempts where they fit. Defendants who commute from the east may be reached by Sumter process service, and those along I-20 west by our Aiken servers.

FAQ

Frequently Asked Questions

Can any adult serve court papers in Columbia?

For a summons, generally yes, if the person is at least 18 and is neither a party nor an attorney in the action under SCRCP 4(c). Subpoenas may be served by any non-party adult. Orders, writs and rules generally go to the sheriff or a person the court designates, so we confirm what the court requires before accepting anything else.

How much does a process server in Columbia cost?

Richland County's published Routine starting rate is $125, which puts Urgent at $188, Rush at $250 and Same Day Rush at $375. Your actual price depends on the address, the papers and the deadline, and we confirm it in writing first. The Richland County Sheriff posts $15 per summons, paid in advance, and we will tell you when that route fits.

How do you serve a South Carolina state agency?

SCRCP 4(d)(5) generally calls for service on the officer or agency, with a copy mailed to the Attorney General, and the State itself is served through the Attorney General or a designated official under 4(d)(4). Counsel decides the correct defendant and method; we deliver and document. The registered agent and entity service page covers private companies.

Do you serve eviction papers in Columbia?

Not as a standard service. Rules to vacate are routed through the sheriff in the counties we checked, and only a constable or deputy sheriff executes a writ of ejectment. We serve a rule only if the magistrate confirms private service is accepted. Landlords' summonses for rent or damages are routine work. The guide to South Carolina eviction service has the steps.

How long does a Columbia defendant have to answer?

A defendant generally has 30 days after service of the complaint under SCRCP 12(a). Magistrate cases use a 30-day period that starts the day after service under SCRMC 7(b). The self-represented divorce summons gives 35 days after restricted-delivery certified mail service. Your attorney can confirm the deadline that applies to your case.

Is my Columbia address in Richland or Lexington County?

Most of Columbia is in Richland County, but part of the city lies in Lexington County, and Cayce and Irmo also cross the line. The county matters for the sheriff, the magistrate and non-party deposition subpoenas. We check the parcel before routing, and our Richland County service notes explain what changes on each side.

What if the Columbia defendant has left the state?

SC papers may be served outside South Carolina only when a statute provides, and under S.C. Code 15-9-750 personal service out of state is equivalent to publication and complete on the day served. If the defendant cannot be found after due diligence, the court may order publication. The publication service explainer covers that route.

Will you attempt service on a Fort Jackson soldier?

Service on the installation depends on Fort Jackson's own access rules, and we do not assume entry. Many soldiers and civilian employees are easier to reach at an off-post home. Counsel should also consider the Servicemembers Civil Relief Act before seeking a default, since the court must have an affidavit about military status. Tell us what you know and we plan accordingly.

When are Columbia witnesses paid?

Under SCRCP 45, a witness receives $25 per day plus mileage from home to the place commanded, paid on arrival rather than when the subpoena is served. Subpoenas issued on behalf of the State or one of its agencies require no tender at all. Magistrate court uses a similar amount. South Carolina litigation support for law firms handles large witness lists.

Do you serve federal papers in Columbia?

Yes. The Columbia Division sits at the Matthew J. Perry, Jr. Courthouse, 901 Richland St., and also hears cases from the Aiken, Orangeburg and Rock Hill divisions. Federal summonses follow Federal Rule 4, and we return proof formatted for the federal file. Reach Delator Field Services with the case number and deadline to begin.
