Quick answer
How do I hire a process server in Daviess County?
Send the filed papers, the addresses you have, any work schedule you know and the date you need. We confirm with the Daviess clerk at 100 East Second Street how the summons issued, quote the tier in writing and log each attempt. Routine starts at a published $155, and Owensboro process serving covers the city in detail.
01Local service landscape
A River City and a Wide Farm County
Daviess County has about 105,000 residents, and most of them live in or near Owensboro, a city of about 60,000 at the 2020 census. Whitesville is the only other incorporated city, set in the eastern county. Beyond Owensboro's edges, unincorporated communities such as Utica, Philpot, Maceo and Knottsville sit among farm fields where a single attempt can take a long drive. The Owensboro city page covers the urban core, from the riverfront to the southern subdivisions.
I-165 runs southeast to Bowling Green and ends at US 60 and US 231 in Owensboro, and US 60 carries traffic east and west along the river. Our servers plan attempts by route so a Utica address and a Maceo address are not split across opposite ends of the day. For files that continue toward the south central region, see the Bowling Green service page, and the Kentucky process serving hub explains coverage elsewhere.
- Owensboro, downtown and the riverfront
- Southern subdivisions along Frederica Street
- Whitesville and the eastern county
- Farm communities: Utica, Philpot, Maceo, Knottsville
02Attorneys and law firms
Owensboro Firms, Federal Filings and Distant Counsel
Daviess County is a one-county circuit, so the 6th Circuit means Daviess, and every case is filed with the Circuit Court Clerk at the Holbrook Judicial Center on East Second Street. The Western District of Kentucky also holds court in Owensboro on Frederica Street, which brings federal cases from ten other western counties. Our service program for Kentucky law firms describes what we need at intake and how we report after every attempt.
Many Daviess files come from counsel based in Louisville, Lexington or out of state. When a case is pending in another state's court, we match the Kentucky delivery and the affidavit to that court's rule, as our cross-border papers page explains. Federal summonses issued in Owensboro are served under the federal rules, and we prepare the proof for that court instead of using a state form.
03Evasive and hard-to-serve
Plant Shifts, Farm Seasons and the Bridge to Indiana
Owensboro has a working economy with shift schedules, and the rural county follows planting and harvest seasons. A defendant who farms may be in the field from dawn until dark for weeks, and a plant worker on nights may only answer the door late in the morning. We plan visits around what counsel know, vary times and days, and record each attempt with the date, hour and what the server observed.
Indiana is directly across the Ohio River, so some defendants simply live or work on the other side. A party who has left Kentucky can be served under CR 4.04(8), but that service alone does not support a personal judgment without an appearance. When someone plainly avoids the door in Daviess County, the log supports counsel's decision on a warning order under CR 4.05. Our service-avoidance guide and evasive defendant page explain the record.
- Night shifts at area employers
- Planting and harvest seasons in the rural county
- Indiana residents across the Ohio River
- Weekend and Sunday attempts with approval
04Family, landlord, claim and witness papers
Family Court, Rentals, Small Claims and Witnesses
Daviess Family Court petitions are served like other Kentucky civil summonses: personally, by the clerk's certified mail, or through a respondent's waiver of service and entry of appearance. With minor children, Kentucky generally waits 60 days from service before taking proof on the merits, so delays in delivery lengthen the case. Our Kentucky divorce paper delivery page explains each choice, and the Kentucky small claims explainer covers the $2,500 docket.
Whether Owensboro has adopted Kentucky's landlord and tenant act could not be confirmed from a current list. Outside adopting areas, KRS 383.195 generally requires one month's written notice to end a tenancy at will, but counsel should confirm. Once suit is filed, KRS 383.210 hands the eviction notice to the sheriff or a constable, and DFS stays out of that step. We serve separate rent or damage suits and subpoenas for Kentucky hearings.
05Documentation and challenges
Proof That Holds Up in the Holbrook Judicial Center
CR 4.03 asks for proof of service promptly, and in any case within the time the defendant has to respond, which is generally 20 days after service under CR 12.01. When a person other than a mail carrier delivers the summons, the endorsed return is the proof under CR 4.01(1)(b). We send a signed return quickly, and expedited and same-day tiers are available in writing when the hearing is close or a limitation date is near.
Challenges to service in Daviess County usually ask whether the right person received the papers, and when. Kentucky has no household substitute for a summons, so our servers note the recipient's description, any refusal and how the papers were offered. The step-by-step Kentucky service guide covers accepted methods, and Delator Group's standards and history explain why the written record matters to us.
06Kentucky service rules
Sheriff, Certified Mail or Authorized Person
When a Daviess complaint is filed, CR 4.01 has the clerk issue the summons and then mail it by certified or registered mail, transfer it to a person other than a mail carrier who is authorized to deliver it, or return it to the plaintiff to arrange service. Certified mail service is complete only on delivery of the envelope. KRS 454.140 directs process to the sheriff by default. Our guide on who may serve in Kentucky explains each route.
There is no statewide license for private process servers in Kentucky, and DFS claims no Kentucky license, appointment or listing. Before accepting a Daviess file, we confirm with the clerk or court how the summons will issue and whether private delivery or a special appointment under KRS 454.145 is needed. If only an officer may serve that paper, the papers go to the Sheriff. You can ask DFS about an Owensboro case before the summons issues.
07Local angle
Central Time and a Federal Courthouse of Its Own
Daviess County runs on Central Time, an hour behind Louisville and Lexington. Firms in those cities sometimes ask for an attempt at a time that means something different in Owensboro, so we confirm the time zone on each quote and log every visit in local time. Having a federal courthouse on Frederica Street also means federal papers for western counties often move through Owensboro, and we keep those proofs separate from state-court returns so each matches its own caption.
The neighboring counties are mostly rural, with higher published tiers than Daviess, so coordinated service under one quote saves counsel a separate search. Henderson lies west along US 60, and Hopkins County is to the southwest. We handle those through Henderson process service and Madisonville coverage, and the Kentucky county rate finder shows each published tier before you commit to a plan.

- Federal court: 423 Frederica St.
- 6th Circuit: Daviess County only

Process Servers Near Daviess County
Daviess County cases often involve people elsewhere in western and south central Kentucky. Southeast along I-165, our Warren County page covers Bowling Green and its neighbors. Farther southwest, Hopkinsville service reaches Christian County and the Fort Campbell area, while Paducah process serving handles the far west. Hancock, McLean and Ohio counties border Daviess directly, and each carries a higher published tier than Daviess because of distance from a metro. Whatever the county, the file keeps one written quote, one attempt log and one signed proof format.
FAQ
Frequently Asked Questions
Where do Daviess County cases get filed?
At the Holbrook Judicial Center, 100 East Second Street in Owensboro, where the Circuit Court Clerk keeps both Circuit and District court records. Mail goes to P.O. Box 277. Federal cases go to the Western District courthouse at 423 Frederica Street. Our DFS overview for Kentucky explains the court system statewide.
How much does Owensboro process serving cost?
Routine service in Daviess County has a published starting rate of $155. Urgent is one and a half times that rate, Rush is double and Same Day Rush is triple. The confirmed price depends on the address, the number of defendants and the deadline, and we put it in writing before the first attempt is made.
Can you serve someone who lives across the river in Indiana?
Kentucky papers can be served on a person outside the state under CR 4.04(8), by the clerk's certified mail or personal delivery by any person over 18. For in-person delivery, the affidavit has to give the time and place and confirm the server knew the recipient personally. That service alone does not support a personal judgment without an appearance.
Who serves eviction notices in Owensboro?
The sheriff or a constable. KRS 383.210 directs the forcible detainer warrant to those officers, who must give at least three days' notice of the trial, and the AOC-215 form is addressed to them. Neither that notice nor a later restitution warrant is something DFS handles. Our Kentucky eviction service guide explains what we can deliver.
Can a server leave papers with a farmhand or relative?
Not as service of a Kentucky summons. CR 4.04(2) requires delivery to the individual, offering the papers on refusal, or delivery to an agent the defendant appointed or the law designates. A relative, employee or neighbor does not qualify unless they are an authorized agent, so our servers confirm identity first.
What if a Daviess defendant cannot be located?
If a defendant's residence is unknown, is concealed or has left the state, counsel may seek a warning order under CR 4.05. On an affidavit, the clerk enters the order and appoints a warning order attorney, who reports to the court within 50 days. Our guide to Kentucky warning order attorneys explains the process.
How long does an Owensboro defendant have to answer?
Generally 20 days after the summons is served, under CR 12.01, and the AOC civil summons tells the defendant the same. CR 4.03 expects proof filed within that period, so we return the signed proof promptly and note any delay. A faster tier can be chosen in writing when the deadline is short.
Is Owensboro on Central Time?
Yes. Daviess County is on Central Time, one hour behind Louisville, Lexington and Northern Kentucky. We confirm the time zone on every quote, schedule attempts in local time and record each one that way, so a request from an Eastern Time firm is never misread when the return is prepared.
How do you serve a company in Daviess County?
Usually through the registered agent on record with the Secretary of State under KRS 14A.4-040, or through an officer, managing agent or the chief agent in the county under CR 4.04(5). For a nonresident without a Kentucky agent, the Secretary of State route under KRS 454.210 may apply. Our business defendant service page explains the limits.
Do witnesses from Hancock or McLean County get mileage?
Yes. Under KRS 421.015, a witness who lives in a different county from the one where they are subpoenaed is allowed mileage at the state-employee rate, which counsel arranges. CR 45.03 allows any person over 18 to serve the subpoena. Our Kentucky witness paper service page describes the proof the court expects.
