Quick answer

How do I hire a process server in Pulaski County, Kentucky?

Send the issued summons and complaint, every address you have, including any lake or seasonal property, and your deadline. We confirm with the clerk how the summons was issued, put the tier and price in writing, assign a server and return a signed record of service. Routine work starts at a published $150, and our Kentucky rate map shows other counties.

01Local service landscape

A Regional Hub Wrapped Around a Very Large Lake

Pulaski County had an estimated 67,384 residents in 2025, and Somerset serves as the shopping, medical and court center for a wide stretch of south central Kentucky. Incorporated cities include Somerset, Science Hill, Ferguson and part of Eubank, and Burnside sits on the lake to the south. Much of the rest is rural, with homes spread along ridges and hollows. Our Kentucky process serving network uses one written standard for every one of these addresses.

Travel follows a few main roads. US 27 runs north and south through the county, KY 80 crosses east and west, and KY 914 circles the outskirts of Somerset. The eastern end of the Louie B. Nunn Cumberland Expressway, designated future I-365, meets US 27 on the north side of town. We review every address against those routes before the first attempt, our Laurel County servers take papers that cross east, and the statewide rate table shows each county's published figure.

02Attorneys and law firms

Serving Papers for Counsel in the 28th Circuit

Files that reach Pulaski County come from Somerset practitioners, from Lexington and Louisville firms, and from out-of-state offices whose clients own lake property here. Common matters include injury and premises claims, contract and construction disputes, boat and marina disputes, collections and family cases. Our service desk for Kentucky attorneys gives each office one contact for the quote, the attempt log and the completed return.

We read each file for problems before anyone drives: a Somerset mailing address that is really in Wayne or Russell County, a defendant whose only local tie is a seasonal lake house, or a company whose registered agent is in another city. Once served, the defendant generally has 20 days to file an answer, per CR 12.01. Firms working across several states can review figures on the multistate service rate map, and papers issued elsewhere follow our other-state papers process.

03Evasive and hard-to-serve

Seasonal Homes, Houseboats and Long Rural Lanes

Lake Cumberland's shoreline runs about 1,255 miles across five counties, and more than 1,500 houseboats float on it. A defendant who uses a lake address may be there every weekend in July and gone all winter. Rural homes off the main highways can sit far from the road. We plan attempts around those patterns, including evenings and weekends where counsel approves, and KRS 454.135 gives no Sunday or holiday exemption from civil process. Our guide to defendants who are hard to serve explains the method, and expedited Kentucky service covers tight dates.

A few defendants truly try to dodge the server. Since a Kentucky summons cannot be left with a relative, the log must show genuine attempts at the defendant personally. If counsel concludes the person has left the county to avoid service or is concealing themselves, CR 4.05 allows the clerk to issue a warning order on an affidavit, and CR 4.07 has the clerk appoint the warning order attorney. Our warning order overview walks through the general steps.

04Family law, evictions, small claims, subpoenas

Family Court, Rentals, Small Claims and Subpoenas in Somerset

Divorce and custody filings go to the Pulaski County Family Court division in Somerset. A respondent can be served personally, by the clerk's certified mail, or can sign a waiver of service and entry of appearance. When the parties share a lake property or a family business, we plan with counsel where delivery is least likely to cause a scene. The general sequence is in our Kentucky divorce papers guide.

Pulaski County appears on a dated 2015 list of counties that adopted Kentucky's Uniform Residential Landlord and Tenant Act, which, where it applies, generally lets a landlord end a tenancy if rent stays unpaid 7 days after written notice. Landlords should confirm current status. The forcible detainer notice goes to the sheriff or a constable under KRS 383.210, so we do not serve it or carry out warrants of restitution. Small claims of $2,500 or less are typically sent by the clerk's certified mail or handed to the sheriff. Our Kentucky small claims service page explains when we can help.

05Documentation and challenges

Return Paperwork That Stands Up to Questions

Under CR 4.01(1)(b), a summons the clerk hands off for delivery is proved by the server's endorsed return. CR 4.03 wants that proof on file promptly, and no later than the end of the defendant's response period. We send the completed return quickly so your office can file it at 50 Public Square well inside the 20-day window, and anyone filing without a lawyer can see the Kentucky filing steps for self-represented parties first.

Each record comes from notes made during the attempt: the time, the property, who answered, and whether the papers were handed over or offered on refusal under CR 4.04(2). For a lake property, the record also notes how the server confirmed the person was the defendant and not a renter or guest. If a defendant later disputes service, that record is what your attorney relies on. You can raise a specific concern on the DFS contact page, and Delator Group's history explains who stands behind the return.

06Kentucky service rules

Kentucky Rules for Delivering a Summons in Pulaski County

When a complaint is filed, CR 4.01 has the clerk issue the summons and, at the plaintiff's direction, mail it by certified mail, transfer it to a person other than a mail carrier who is authorized to deliver it, or return it to the filing party to arrange service. By statute, process is directed to the county sheriff (KRS 454.140), though a judge may name a specific person to serve one paper for good cause (KRS 454.145). Our Kentucky guide on who serves process covers the details.

No Kentucky statute licenses private process servers, so DFS makes no claim that any server holds a Kentucky credential. Before accepting a Pulaski County serve, we confirm how the clerk issued the summons and whether private delivery or a court appointment is needed, and where only an officer may serve, the papers go to the sheriff. For a marina or other company, KRS 14A.4-040 makes the registered agent the usual point of service. This summary is not legal advice; our registered agent delivery page covers entities.

07A Pulaski County angle

Lake Cumberland Property Owners and Out-of-State Defendants

The Army Corps of Engineers impounded the Cumberland River behind Wolf Creek Dam in 1952, creating a main lake about 101 miles long that reaches Clinton, Russell, Wayne, Pulaski and Laurel counties. Many lake owners live in Ohio, Indiana or Tennessee and visit only part of the year. When a Pulaski County case names one of them, CR 4.04(8) generally allows personal delivery outside Kentucky by any person over 18, proved by an affidavit that includes the server personally knowing the person served. Our Danville process servers handle related papers to the north.

Marinas, docks and rental businesses around the lake generate their own cases, from slip and storage disputes to injury claims. A business is generally served through its registered agent, or through an officer, managing agent or the chief agent in the county under CR 4.04(5). Nonresident individuals connected to Kentucky business may be reached through the Secretary of State under KRS 454.210. We match each route to the facts with counsel, and our Glasgow service team covers the lake region's western side.

Process Servers Near Pulaski County

Pulaski County cases often stretch north into the Bluegrass and east into the mountains. Defendants who moved toward the college town on I-75 are reached through our Berea service of process, and those farther up the interstate through Richmond court paper delivery. The wider Madison County coverage handles the rest of that county. Every location uses the same written quote, logged attempts and signed return, so a file that leaves Somerset still keeps one consistent record from the first attempt to the final filing.

FAQ

Frequently Asked Questions

Can a private process server deliver a summons in Pulaski County?

Kentucky's rules allow the clerk to transfer a summons to a person authorized to deliver it, or return it to the filing party to arrange service, and no statute licenses private servers. Practice still differs by court, so we confirm how the Pulaski County clerk issued the summons before any attempt. Our Kentucky process serving overview explains the background.

What does a process server in Pulaski County charge?

Routine service in Pulaski County is published at a $150 starting rate. Urgent service costs one and a half times that, Rush twice and Same Day Rush three times. Lake properties and long rural drives may need extra planning, which we raise before work begins. The final price is always confirmed in writing, and published rates for every Kentucky county are available for comparison.

Where do Pulaski County returns get filed?

State court returns go to the Circuit Court Clerk at the Pulaski County Court of Justice, 50 Public Square in Somerset, which keeps both Circuit and District Court records. Federal papers for county defendants usually belong to the Eastern District courthouse at 310 South Main Street in London. Every return is formatted for the court that issued the papers, state or federal.

Can you serve someone who only uses a lake house?

Often, if the person is actually there when the server arrives. We ask counsel for every known address, including a primary home in another county or state, and we time attempts for the periods the property is used. If the defendant lives outside Kentucky, CR 4.04(8) generally allows personal delivery there by any adult, proved by a specific affidavit.

Can papers be left with whoever answers the door?

Not for a Kentucky summons. The rule, CR 4.04(2), generally calls for handing the papers to the defendant, offering them on refusal, or giving them to an agent authorized by appointment or law. Leaving papers with a relative, renter or guest is not an option for a private server. If personal delivery keeps failing, counsel can consider the clerk's certified mail or a warning order.

Do you serve eviction papers in Pulaski County?

Not the forcible detainer notice. KRS 383.210 directs that warrant to the sheriff or any constable, and the AOC-215 form is addressed to them. Restitution warrants after judgment are also left to those officers. What we can handle is a lakeside or in-town landlord's written pre-suit notice, where the lease permits, and service in a separate civil suit. See our Kentucky eviction papers explainer.

What if the defendant cannot be reached at all?

Our server notes each Pulaski County visit with the date, the time and what was observed at the property. If the defendant fled Pulaski County to escape service, is hiding, or lives at an unknown address, an affidavit can support a CR 4.05 warning order. A clerk-appointed warning order attorney then tries to notify the defendant, who is generally treated as summoned 30 days after the order is entered. Read Kentucky options when service is dodged.

How fast can papers be served in Somerset?

On the Routine tier, a Somerset address usually sees a first attempt within several days. Urgent, Rush and Same Day Rush move faster at 1.5, 2 and 3 times the Routine rate, and Same Day depends on the address and the season. Tell us the hearing or filing date and we will confirm in writing what is realistic before you commit to a tier; rush tiers in Kentucky are explained separately.

Does Delator Field Services have an office in Somerset?

No. DFS is the process serving division of Delator Group, a Tennessee firm with its headquarters in Nashville, and it keeps no office anywhere in Kentucky. In Pulaski County we coordinate service through servers suited to the issuing court, and every assignment includes logged attempts, a written price agreed in advance and a signed return.

What should I include with a Pulaski County request?

Send the issued summons and complaint, the defendant's full name, every known address including any lake property or out-of-state home, a description or photo, vehicle or boat details and the deadline. For subpoenas, add the hearing date and witness information. If a business is involved, include its registered agent from the Secretary of State's records, because entities are generally served through that agent first.
