01Local service landscape
Serving Papers Across Latah County
Latah County had about 41,800 residents in the 2025 estimate, up from roughly 39,500 in 2020. Moscow, the county seat, holds most of them, with a 2024 estimate near 26,900, and eight smaller cities share the rest: Genesee, Troy, Potlatch, Juliaetta, Deary, Kendrick, Onaway and Bovill. Between them lie farm fields and rural roads. Each request is quoted in writing under our Idaho service of process program before a server is assigned.
US 95 runs through Moscow, linking the county south to Lewiston and north toward the Panhandle, and county roads connect the smaller towns. Winter on the Palouse can make a rural second attempt slower than the mileage suggests. When the address may be old, we run a current address skip trace before the first trip, and the Idaho price map shows how Latah County is tiered against nearby counties.
- Moscow neighborhoods and campus-area housing
- Genesee and Juliaetta
- Troy, Deary, Bovill and Kendrick
- Potlatch and Onaway
02Attorneys and law firms
For Moscow Counsel and Firms in Lewiston, Spokane or Boise
Latah County is one of five counties in the Second Judicial District, which is administered from Lewiston. Moscow practitioners handle landlord-tenant cases, employment and contract matters, estates and a steady family docket, and firms in Lewiston, Spokane or Boise often need a Latah County defendant served without a dedicated trip. Our attorney services for Idaho cases put the quote, the attempt log and the affidavit with one contact.
Latah County keeps Pacific time, and Boise does not, so we mark the zone on every scheduling note and every attempt entry. That avoids confusion when a hearing in Boise and a deposition in Moscow land on the same day. When a case needs facts beyond delivery, our Moscow investigators and litigation consulting services work under the same engagement. Those services are scoped and priced separately.
03Evasive and hard-to-serve
Hard-to-Serve Defendants on the Palouse
Most difficult serves in Latah County involve movement rather than hiding. Students and young professionals change apartments each year, some people live in Moscow and work in Pullman, and others split time between town and a rural property. Our servers vary attempt times, check names on unit directories where visible, record vehicles and keep a log detailed enough to support a diligence showing later.
When the defendant has left, Delator investigators can run a locate for someone who lost touch or an evasive person search before more attempts are spent. For a defendant who is in town but never home at predictable times, a short surveillance assignment can establish a window that works. Each option is quoted in writing first, and the client decides which to use.
04Family law, evictions, small claims, subpoenas
Family Law, Evictions, Small Claims and Subpoenas in Latah County
Divorce and custody cases are heard in the magistrate division in Moscow, and I.R.F.L.P. 204 generally permits personal delivery, abode service with a resident at least 18, or an authorized agent, plus written admission of service. When one parent lives in Washington, interstate custody rules can come into play, and counsel should confirm the approach. Our guide on investigators in Idaho custody cases explains what can be documented lawfully.
Rental cases follow the academic calendar. Idaho Code 6-303 generally requires a three-day written notice for nonpayment, and 6-310 requires the summons, complaint and trial notice to be served at least five days before a trial usually set within 12 days of filing. Small claims reach $15,000 as amended in 2026, which covers many security deposit and damage disputes. I.R.C.P. 45 allows any adult non-party to serve a subpoena. Our Idaho guide to serving papers explains each.
- Divorce, custody, support and protection-order papers
- Three-day notices and eviction summonses
- Deposit and damage claims in small claims court
- Hearing, trial and deposition subpoenas
05Documentation and challenges
Documentation Built for Contested Service
I.R.C.P. 4(g)(1) generally requires written proof identifying the documents and stating the manner, date and place of service, and a private server files an affidavit stating they are over 18 and how service was made. Our affidavits are drafted from logs kept at the time of each attempt, with Pacific time stamps and building or unit details. The same rules apply on every job under Delator's field documentation standard.
Shared housing invites challenges. If papers are left with a roommate, the question is whether that person actually resides at the defendant's dwelling, so our notes record what they said and what confirmed it. If a motion to quash is filed, Delator leadership can review the record with counsel and the server can give a sworn statement. Send scope questions through the Delator contact page before the first attempt.
06Idaho service rules
Idaho Service Rules, Plainly Stated
Under I.R.C.P. 4(c)(2), service may generally be made by an officer authorized by law or any person over 18 who is not a party, and Idaho does not license process servers. Rule 4(d)(1) allows personal delivery, abode service with someone at least 18 who resides at the dwelling, or delivery to an authorized agent. Businesses are generally served through an officer or managing or general agent, with certified mail available under 4(d)(3)(C) if the designated agent cannot be found. Our guide to vetting investigators where no state license exists applies the same logic to choosing a server.
Rule 4(b)(2) generally gives 182 days after filing to serve a defendant before dismissal without prejudice, unless good cause supports an extension, and Rule 12 sets 21 days to answer. If a defendant has left Idaho or hides to avoid service, Idaho Code 5-508 and 5-509 allow publication once a week for four consecutive weeks. These are summaries, not advice for a specific case. Our Lewiston investigators can help assemble a diligence record.
07A Latah County angle
Two Universities, One Commuter Region, Two States
The University of Idaho in Moscow, founded in 1889, reported about 12,300 students in fall 2024, and Washington State University sits just across the state line in Pullman. Latah County is part of the Pullman–Moscow Combined Statistical Area, and published county profiles report that about 40 percent of its workers are employed by one of the two universities. A defendant may live on one side of the border and work on the other.
That makes the state line a regular service question. Papers from an Idaho court do not automatically reach a Washington address, and the rules there differ. When a request includes a Pullman or Whitman County address, we say in writing whether and how we can coordinate it after counsel confirms the method. Files that continue south go through Lewiston process serving, north through service in Coeur d'Alene, and other states through the multistate rate map.

FAQ
Frequently Asked Questions
Does Idaho require a license to serve process?
No. Idaho does not license process servers. Officers authorized by law and any person over 18 who is not a party may generally serve process under I.R.C.P. 4(c)(2). We still apply a written documentation standard to every Latah County serve, explained on our Idaho process serving overview. A court looks at the return, not a credential.
What does it cost to serve papers in Moscow?
Routine service in Latah County has a published starting rate of $135. Faster service raises it: 1.5 times for Urgent, 2 times for Rush and 3 times for Same Day Rush. The final price depends on address, deadline and documents, and it is confirmed in writing before any attempt. Every county appears on the Idaho process serving map.
Can you serve someone who lives in Pullman, Washington?
Service in Washington depends on the statute or rule authorizing out-of-state service and on Washington's own requirements. Include the Pullman address in your quote request. We will say in writing whether we can coordinate it before you pay, and counsel should confirm the method is valid for your case. Nothing is attempted until that is settled.
Can a roommate accept papers in Moscow?
Possibly. Idaho's abode rule, I.R.C.P. 4(d)(1)(B), generally reaches a person at least 18 who actually lives in the dwelling. A roommate who lives in the unit may qualify; a guest or neighbor does not. Your attorney decides whether to use abode service, and our affidavit records who accepted and the basis for believing they live there.
Is Latah County on Pacific time?
Yes. Latah County keeps Pacific time, as does neighboring Washington, while Boise and southern Idaho use Mountain time. We record the time zone on every attempt so that filings, hearings and deadlines line up when offices in different zones are involved. Deadlines written without a zone are a common source of confusion.
Do you serve Troy, Genesee, Potlatch and Bovill?
Yes. We cover all nine incorporated cities, Moscow, Genesee, Troy, Potlatch, Juliaetta, Deary, Kendrick, Onaway and Bovill, plus rural addresses. Rural routes take more planning in winter, and the quote reflects that. For investigations, see our Moscow private investigator page. County roads can be slow in snow, and we schedule with that in mind.
What if the defendant left after the semester?
That happens often near campus. Once we confirm a unit is vacant, attempts stop and you get a call. Delator investigators can run a missing defendant locate and coordinate service at the new address. If the person cannot be found with due diligence, counsel may ask for publication under Idaho Code 5-508. A locate usually costs less than repeated empty-unit visits.
Does Delator have an office in Moscow?
No. Delator Group is a Nashville-headquartered firm with no office in Idaho. Delator Field Services coordinates Latah County jobs, and a vetted contract server may handle the delivery under Delator's attempt-log and affidavit standard. Read about Delator Group. Each job still includes a time-stamped attempt log and a signed affidavit.
Which federal court covers Latah County?
The U.S. District Court for the District of Idaho assigns Latah County to its Central Division (Moscow). Its contact page lists clerk's offices in Boise, Coeur d'Alene and Pocatello rather than Moscow. Federal summonses follow Federal Rule of Civil Procedure 4, and our affidavit states the manner, date and place.
What should I include with a Latah County request?
Send the filed papers, the person's full name, every address including unit numbers and any Washington address, a photo or description, vehicles and the deadline with its time zone. Include any subpoena fee. If you are representing yourself, start with how to serve legal papers in Idaho. Unit numbers and building names save the most time.
